Plant Operations & Maintenance Funding • State Appropriated Money • For Basic Maintenance and Operation of Educational Facilities • Includes Utilities • So what’s the problem and why are we talking about this now ?
How P O & M Funding is Determined Step 1 Rate energy consumption: A. Is 70% or more of the GSF of this facility air conditioned? Yes = 1 No = 0 B. Is the facility being designed or renovated after 1989? Yes = 10 No = 1 C. % of the Gross Square Footage used for Labs or Research: (Multiply % times 20) D. % of outside air supplied to the facility: (Multiply % times 40) E. Does the facility have a heavy equipment load? Yes = 15 No = 1 (Computer equipment, research equipment, autoclaves, fume hoods, etc.) F. Is this facility an agricultural or maintenance utility shed? Yes = 5 No = 1
Step 2 Plug answers from A – F into this formula to calculate The Total Energy Factor (TEF): TEF = [ 1 + A * (B+C+D+E ÷ 100) ] * F
Step 3 Determine Building Classification Based on Total Energy Factor:
Step 4 • Apply the TEF to: • Utilities Consumption Factors • Intensity of Use Factors General Classroom Building Research, Medical, Advanced Technology Building • Base funding amount is for new space only. • Once funded the rate never changes.
What Does PO&M Funding Cover? • Utilities expenses • Building structure and envelope (doors, windows, roof, exterior walls, etc.) • Heating, ventilation and air conditioning systems • Plumbing and mechanical systems • Lighting and electrical systems • Interior finishes • Toilet and general exhaust systems • Building control systems (pneumatic and digital) • Basic custodial service • Grounds maintenance • Basic door hardware, repair and replacement • Pest control • Elevators • Emergency egress lighting with power source
What PO&M Funding Does Not Cover • Special equipment and systems dedicated to research activities • Compressed or specially filtered air systems • Vacuum pumps and systems • Acid waste systems • High purity or process water systems • Process cooling or heating systems • Fume hoods • Cold rooms • Process exhaust such as dust collectors, paint or welding booths • Autoclaves • Etc.
What PO&M Funding Does Not Cover continued • Research Equipment • Bio-safety cabinets • Incubators • Freezers, refrigerators, ice machines • Chemical sterilizers • Chemical storage rooms or cabinets • Hazardous material cabinets • X-ray machines • Spectrometers • Movable furniture or custom installed furniture • Other departmental equipment • Domestic potable water heaters • Security systems
What PO&M Funding Does Not Cover continued • CCTV systems • Data equipment, computers, switches, routers and telecommunications equipment • Flood damage caused by departmental equipment or connection to building systems • Back up power generators • Uninterruptible power supplies • Clinical equipment • Stages, lifts and related systems • Audio/visual equipment • Any non-FSU owned equipment, possession, fixtures or items in FSU facilities. This list intended as a guide for funding decisions on maintenance and operating expenditures.
So What? • There is no PO&M funding available to pay for repairs and/or replacement of millions of dollars worth of research equipment and systems. • What happens when a fan motor goes out on a fume hood? • Other funding sources must be identified. • There is no plan. • We need a plan.
