BLO Kit In order to carry out his/her duties, each BLO is provided with a BLO kit which contains following items: • Electoral Roll of his/her Part • BLO Register • BLO’s Identity Card • A copy of BLO handbook • Sufficient blank forms (forms 6, 6A, 7, 8 and 8A) • Working Copy of E-Roll (when needed) • Reports like error reports of the Roll of his/her Part area (when available) • Blank Register • Writing pad and sufficient papers • Pen, pencil, eraser and ruler BLO will show the Electoral Roll to the public on request CEO, Gujarat

Roles & Responsibility of BLOEnsure availability of different forms • Keep forms available in BLO kit and help electors /applicants in filling up the forms 6, 7, 8 and 8A • Prepare consolidated list in form 9, 10, 11 and 11A respectively and submit to ERO/AERO • Give a receipt duly signed (attached with each form) to the applicant for a completed application submitted by an applicant CEO, Gujarat

Amendment of Form 6, 6A, 7, 8 & 8A • Forms 6, 6A, 7, 8 & 8A have been modified under sec 28 of the RP Act 1950, by the Ministry of Law & Justice, GoI vide its notification No. S.O. 2968(E), dated 16th September 2016 in consultation with ECI (ECI Letter No. 3/2/ECI/LET/FUNC/JUD/SDR/2015 dated on 23.12.2016) • ECI Press Note No. ECI/PN/8/2017 dated 11.01. 2017 & ECI Letter No. 22/2/INST/ECI/FUNC/ERD/ER/2014 dated 13.01.2017 • It is made amply clear that no old Forms shall be used after 15.03.2017 in any case. • ECI has directed that old Forms (as existing immediately before such modification) can be used by the applicant till 15.03.2017 and EROs shall dispose of such Forms following due procedure. • No such old Forms shall be used after 15.03.2017 in any case, as the same would be liable to be out rightly rejected by the ERO under rule 17 of RER, 1960. Addition/deletion/modification in the E-Roll • Register all the persons residing in the part area but not enrolled yet as electors in form 6. • Ensure that electors who are not resident in that part area are not enrolled in that part • Obtain applications in form 7 for deletion of the migrated or dead electors of that constituency • Obtain applications in form 8 for the entries that require modification • Collect the photographs of the electors, whose photographs are missing in the database CEO, Gujarat

Documents needed as proof In case of homeless person, the BLO will visit the address given in Form 6 at night to ascertain that the homeless person actually sleeps at the place which is given as his address in Form 6. If BLO is able to verify that the homeless person actually sleeps at that place, no documentary proof of place of residence is necessary.
