Dental Workforce Dilemma: Key Findings from WV Dental Census 17% of dentists intend to retire within the next 1 to 5 years 18% of dentists intend to retire within the next 6 to 10 years West Virginia will lose more than 35% of dentists over the next 10 years
Student Indebtedness: Facts and Figures Average level of debt for DDS students (as of the SoD graduating class of 2012) is $145,346. Average monthly loan payments for $150,000 is $1,726.20 for 10 years with a 6.8% interest rate. Average salary for a General Dentist working in WV is $148,050 (US Department of Labor & Statistics). DDS students are eligible to have $90,000 of student loans repaid through the Dental Workforce Loan Reimbursement and other federal and state programs.
WV Oral Health Program • Our Mission: To promote and improve the oral health of all West Virginians • Our Responsibilities include administering the WV State Oral Health Plan • Monitoring workforce trends and projections • Developing strategies to address oral health disparities • The HRSA grant will allow us to improve access to care for the citizens of West Virginia
Grant Overview • WV OHP received HRSA funding through competitive grant process • Awarded approximately 1.5 million dollars • 3 year project • A portion of the funding will be used to address dental graduate retention in effort to improve access to care in Dental Health Professional Shortage Areas (DHPSA) • Funding will also be used to provide technical support for dentists located in isolated areas via teledentistry and a technical assistance team
Program Overview • Loan Repayment opportunities for 5 graduating or licensed dentists annually for at least the next three years. • Repayment program requires you to practice in Dental Health Professional Shortage Areas (DHPSA) in WV • Offers loan repayments of $25,000/ year for the first two years of service, with an optional $20,000 for the next two years (through a secondary loan source).
Loan Repayment Program: Application Requirements Must practice in a Dental Health Professional Shortage Area (DHPSA) Must see a minimum of 20% Medicaid or Children’s Health Insurance Program (CHIP) patients Must practice full-time (32-40 hours per week) for a minimum of one year at an eligible site. Preference will be given to applicants who indicate willingness to commit to two years.
Dental Health Professional Shortage Areas (DHPSAs) • What is a DHPSA? • Dental Health Professional Shortage Areas (DHPSA) - are designated by HRSA (Health Resources and Services Administration) as having shortages of dental health providers and may be geographic, demographic or institutional.

The Supplementary Application Process • The WV State Loan Repayment Program (SLRP) • Key Points: • Available to dentists, primary care physicians, nurse practitioners, nurse midwives, physician assistants • Requires obligated services in the HPSA in WV for a non-profit employer • SLRP will pay for tuition expenses, reasonable training expenses, and living expenses • US citizens who are licensed to practice in WV can apply
State Loan Repayment Program (SLRP) • Criteria: • Must practice full-time general clinical dentistry • Must practice 40 hours per week, 45 weeks per year • Agree not to discriminate against patients on the basis of their ability to pay for their dental services • Complete a minimum 2-year service obligation • Maximum repayment is $40,000.00 over the 2 year obligation • Info: contact www.wvochs.org
Recruitment and Retention Community Project (RRCP) • Purpose: recruit and retain primary health care providers (general dentists) into underserved communities (DHPSA). • Support can span a maximum of 4 years • Requirements: • Be located in a DHPSA • Provide full continuum of care, 40 hours per week, 45 weeks per year • Have an open policy to provide care regardless of a person’a ability to pay • Be able to provide 50 percent matching dollars from sponsoring community organization • Grant is for $20,000 per year • Info: contact www.wvochs.org
