LetpanElectric River water pumping Project Specific objectives of the project • To improve factors related to irrigation that effecting paddy production. • To achieve self-sufficient in paddy production by electric river water pumping project at Hlaye Kuu Township in Dry Zone. • To provide water for 9300 acres in paddy production

Time frame-2006-2008(3 years) Activities in 2006 • To negotiate with (village pace and development council/ Ministry of agriculture and Irrigation /Project team/water user) • To prepare for project proposal(fact finding, possible problems over the project, estimating and appraisal) • To submit the project proposal to Special Projects Implementing Committee • To get the approval from the Committee

  4. Activities in 2007-08 • Implementation and supervision of project • Monitoring and evaluation of the project during the implementation • Project completion • Post evaluation • Reviewing • Better estimation of project benefits and impact

  5. Project organization • The primary aim of this project is supply water to the rice growing in the areas of 1000 acres and for other types of crop in the areas of 6200 acres. The priority is given by the state to rice production, due to demand of rice consumption of the state and the region. In order to achieve this aim, the project administration is organized as shown in the diagram below.

  8. Organization of water resources utilization department • The Project is under the Water Resource Utilization Department, Ministry of Agriculture and Irrigation. There are three lines of functions of the Project; mechanical, civil and electrical. The staffs of the Project are organized following to the lines of functions; these are mechanical officers, civil offices and electrical officers.

  9. Water distribution is the direct line of function of the civil officer, with coordination of mechanical and electrical officers. Under the direct management of the officials 11 daily wage workers are employed to do the works of mechanical and electrical sector.

  11. From Table above, the stake is responsible for the main canals, which maintenance requires technical know-how and heavy mechanism, while the distributed canal is under care of Water Distribution Committee which common

  12. Challenges of the project • Waste of money for unsuccessful drilling work • Conflicts, especially among WU are common, and the WDC is in charge to resolve the conflicts • It arises from the competition among farmers to gain the water

  13. Opportunities of project • Farming land area irrigated • Having skillful engineers in every township to maintain the existing • Well augur of local people towards the project • The farmers were unable to do it themselves. Therefore, they Need to hire skill labors from other village

  15. Lesson learned from the project • WDC and WU should cooperate and coordinate more. • For rice based irrigation system, government agency should distribute more technology and knowledge.
