EGYPT and international cop Over a decade ago, EGYPT has set environmental conservation and protection as a priority issue In cooperation with the International Community that has embarked on the development of Climate Policy with an unprecedented speed, Egypt signed the UNFCCC at the conference in Reo 1992. Ratification on 5/12/94.

  3. EGYPT and international cop • Being sure of Kyoto Protocol importance in GHG Reduction, EGYPT signed the protocol on March 15th 1995. • Ratification processes of KP has been passed through different channels. • It is now under the decision of the Egyptian parliament, likely to be before the end of 2004.

  4. EGYPT and Climate Change Comprehensive activities have been implemented in the field of Climate Change .The following projects have been accomplished and their goals have been satisfactorily achieved GHG Inventory (UNEP/Finland) (93-95) US Capacity Study Program (93-96)

EGYPT and Climate Change2 • Support for National Action Plan (SNAP) (95-99) • Initial National Communication (96-99) • Capacity Building of national Capacity in Climate Change (96-2001) • National Strategy Study on the CDM (2000-2002) • Energy-Environment Review (2001-2002) • CD for CDM (2002-2006)

  6. Article 12 of the Kyoto Protocol explains that CDM has been established for the purpose of assisting Developing Countries in Achieving Sustainable Development and helping Annex-I parties meet their emission target. Egypt and CDM

  7. Continued The Sustainable Development Criteria for CDM projects in EGYPT include the following aspects: A-Conformity to political and legal dispositions B-Contribution to :1- Technology Autonomy.2- Sustainable use of Natural Resources .

  8. Other criteria 3- Social Criteria (Improve Quality of Life and Equity, Alleviate Poverty).4- Economic criteria (Provide Financial returns to Local Entities, Transfer of New Technology).5- Environmental Criteria (Mitigation of Global Climate Change, Reduce GHG, Conserve Local Resources).

  9. DNA in Egypt Official establishment of the DNA at EEAA By the Minister of Environmental Affairs was accepted on March 15, 2003. EEAA through its Climate Change Unit (CCU) is the official technical point for climate change activities in Egypt, and also, in charge of the CDM activities in Egypt (Egyptian Bureau to DNA).

  10. Composition of the DNA in Egypt The Designated National Authority for CDM in Egypt is composed of: 1- The Egyptian Council for CDM(EC-CDM) 2- The Egyptian Bureau for CDM (EB-CDM) which is the permanent secretariat of the Egyptian Council for CDM

  11. Continued The DNA in Egypt consists of :  12 high level representatives from the following ministries: Agriculture Electricity Finance Foreign Affairs Foreign Trade and Industry Higher Education & Scientific Research

  12. Continued International Cooperation Petroleum State of Environmental Affairs Tourism Transportation Water Resources 4 NGOs and Banks representatives

  13. Promotion of Egyptian CDM Projects among the International Investment Community is one of the priorities of the Egyptian CDM-DNA. The process of Project Evaluation until delivering the Final Approval Letter to the project promoter by the DNA in EGYPT takes no more than 2 months. CDM Projects in Egypt

  14. CDM Projects in Egypt 2 There are plenty of CDM projects in different sectors:- Energy and Industrial Processes (Fuel Switching, Energy efficiency , Cogeneration , Nitric Acid factories, Cement factories ….).- Electricity (Wind Farms, Solar Energy,…).

  15. CDM Projects in Egypt 3 - Transportation (Fuel Switching, Hydrogen fuel cell)- Wastes (Landfills, wastewater Treatment Stations) - Agriculture (Afforestation, Methane recovery from agricultural wastes, …etc).
