QUITO INTERNATIONAL AIRPORTS Successes • Financing and construction of a major infrastructure project in a developing country - USD 590 million • Encouraged Project Owner (Municipality of Quito) to introduce cohesive environmental laws • Initiation of new airport project required local authorities to improve infrastructure (roads and services) and introduce long term planning and permitting procedures • Production and approval of National and International Social and Environmental Impact Assessment Studies (3)
QUITO INTERNATIONAL AIRPORTS Successes • Production and approval of National and International Social and Environmental Impact Assessment Studies (3) • Introduction of an ISO Integrated Management system for construction (one of the first in the country) - (ISO 9001, 14001, OSHAS 18001 and elements of SA 8000) • Continual social exchange with communities, schools and reception of over 3000 visitors over the last year
QUITO INTERNATIONAL AIRPORTS Successes • Construction and operations at new airport are independent of local infrastructure and will not degrade local services • 1000 hectares out of a total of 1,500 hectares have undergone archaeological investigation and recovery of artefacts to national and international standards • Botanical investigation of 500 hectares of ravines surrounding airport plateau
QUITO INTERNATIONAL AIRPORTS Successes • Introduction of educational and community programs for local inhabitants and communities to prepare them to take advantage of work and commercial opportunities when new airport opens. • New airport water pipeline will provide potable water to more than 15,000 local families • Environmental, social, and health and safety inspections/monitoring programs to ensure continual improvement during construction

QUITO INTERNATIONAL AIRPORTS Successes • Introduction of comprehensive EHS management system and contingency plans • Introducing the EHS culture to international standards at the existing airport for application at New Airport • Compliance and approval of existing airport to CAT 1 standards • Implementation of social plans and programs with surrounding community

QUITO INTERNATIONAL AIRPORTS Successes – Ravine Monitoring Program • An in-depth investigation of the ravines, a recognized environmentally sensitive area, was carried out. • Botanical research was conducted within the ravines surrounding the new airport plateau prior to commencement of construction and will carry on during the construction period (4 years) and during the first two years of the operation period.
QUITO INTERNATIONAL AIRPORTS Successes – Ravine Monitoring Program • On-going investigations to ensure that Andean catfish, endemic trees, herbaceous species and a prolific bird population, possibly the last vestiges of an Andean forest, are preserved and remain undisturbed as a result of new airport construction and operation. • Additional construction monitoring program at new airport every 6 months -analysis of water quality of springs flowing from plateau and flora and fauna of plateau to comply with national norms and EIA.

THE NEW QUITO INTERNATIONAL AIRPORT Successes – Archaeology • The Municipality of Quito, as project owner had the responsibility to carry out preliminary (walk over) investigations of the 1000 hectare airport plateau and in areas of interest carry out detailed investigations and recovery of artefacts by INPC. • Archaeological shovel tests (1 m grid) carried out in main construction areas from 2002 to 2007 in the center of the plateau, important archaeological discoveries were made.
THE NEW QUITO INTERNATIONAL AIRPORT Successes – Archaeology • Excavations revealed, between mid 2005 and 2006, a trading establishment and residences from the integration period (approximately 0 to 500 A.D.). • Approvals received from national cultural agencies (INPC) • Inspection of methodology and results by international Archaeology agencies (IKONOS)
CHALLENGES AND GOALS • Install a culture of environmental, industrial health and safety and social responsibility to tenants and operational staff at the old airport and construction workers at the new airport. • Maintain regular community and visitor programs and information disclosure programs for both airports to ensure that inhabitants and communities throughout the region are aware of project developments. • Increase local worker participation in the construction workforce from current 39% to 60% by 2008.
CHALLENGES AND GOALS • Where possible assist local population to learn new skills to help with the transition from an agricultural to industrial region. Existing social programs include virtual classrooms, trades training and agricultural improvement programs. • Maintain close links with municipal planning authorities to ensure that their proposed land usage programs fulfilled.
