Why a regional approach… • Existing regional mechanisms for generating political commitment and accountability • Broad mandate of regional commissions facilitates a systems and partnership approach to CRVS • Organizational framework for knowledge sharing and cooperation between countries • Shared legal and cultural heritages = similar CRVS systems and common challenges • Integration and linkages with other regional and sub-regional development initiatives

Situation report Asia and the Pacific Africa Core Group of 9 orgs African Programme for the Acceleration of Improvements in CRVS (APAI-CRVS) – 2012 3rd Ministerial Conf in October in Cote d’Ivoire Strengths: Political commitment (AU) development of regional-specific tools (CR and VS) CRVS on the African development agenda • Regional Partnership of 20+ orgs • Regional Action Framework for endorsement at the 1st Ministerial Conf in November in Manila (multi-sectoral) • Strengths: • Committed regional partner agencies • Championing countries (Regional Steering Grp) • Supportive of sub regional initiatives (eg in the Pacific) • Pacific: PVSAP and Brisbane Accord Group, SPC as the secretariat • Eastern Mediterranean: 7+ partners, driven by WHO/EMRO • Latin America: OAS, IADB, UNICEF and WHO/PAHO

Potential roles of a Global Alliance • Positioning CRVS as a development imperative and not just as a rights, a health or a statistics issue • Alignment of organizational mandates to streamline coordination at national and regional levels, particularly among UN agencies • Leading resource mobilization to support sustained national and regional action • Supporting a research agenda for CRVS and the development of more tools and innovations
