  1. Electrical Thomas C. Nehring, P.E. Lead Electrical Engineer CFAC Review November 9-10, 2009

  2. Outline • Ring Building - Electrical • Construction Progress • Pre-Purchased Unit Substations - Fabrication and Delivery • Torcon’s Required Delivery Dates • Substation Expansion • 69 kV to 13.8 kV Substations Expansion Overview & Progress • Pre-Purchased Equipment - Fabrication and Delivery • 15kV Switchgear • 20MVA Transformer • 69kV Circuit Breaker • Concerns • Conclusions

  3. Ring Building – Electrical • Hinck Electrical • Constructing the underground ductbanks • Ductbank ~20% Complete

  4. Ring Building – Electrical

  5. Ring Building – Electrical • G L Seamen Electric • Installing the below grade grounding system for building ~40% complete • (Grounding has to keep pace with the concrete foundation placements) • Temporary construction power • (Started – power to site from northern source installed) • Miscellaneous convenience power & light • (Started in tunnel areas)

  6. Ring Building – Pre-Purchased Equipment • Receiving of Unit Substations • Outdoor equipment will be placed on substation slabs that are completed • Balance of Outdoor Equipment that can’t be installed at the substation location will be stored in a secured/fenced area • Indoor equipment will be stored in B-974 until their areas are enclosed from the weather elements

  7. Ring Building – Pre-Purchased Equipment • Torcon Required Delivery Dates Equipment to be inspected prior to delivery during the months of November and December

  8. 69 -13.8 kV Substation Expansion • Scope (WBS 1.05.03.03) • 69kV Circuit Breaker • 20MVA 69-13.8kV Transformer • 15kV Switchgear • 15kV Feeder and Ductbank • Modifications to Building 603 • Cost • Contract Amount = $1.18M • Pre-Bid Estimate = $1.68M

  9. 69 -13.8 kV Substation Expansion • Schedule Completion • 15kV Ductbank 12/31/09 • 15kV Switchgear 03/31/10 • 15kV Feeder 04/30/10 • 20MVA 69-13.8kV Transformer 09/30/10 • 69kV Circuit Breaker 10/31/10 • Testing 11/30/10 • Modifications to Building 603 12/31/10

  10. 69 -13.8 kV Substation Expansion • Contractor Progress • Mobilized • HASP submitted and approved • PHA’s completed and approved as needed • Digging permit for outside substation in place • Manholes placed 10/30/09 • Ductbank Construction started

  11. 69 -13.8 kV Substation Expansion

  12. 69 -13.8 kV Substation Expansion

  13. Substation Pre-Purchased Equipment • 15kV Switchgear • Fabrication Complete and Inspected • Received 10/28/09 (2 months early) • Being stored in Building 820 (north highbay) until Contractor (Bana Electric) is ready to start work inside Building 603.

  14. 15kV Switchgear

  15. 15 kV Switchgear

  16. Substation Pre-Purchased Equipment • 20MVA Transformer • Fabrication has started • Expected Delivery - April 2010 • (3 months early) • Construction of transformer foundation to be coordinated with transformer delivery • Contractor is planning to off-load transformer directly to it’s foundation • Rigger is already starting to gather the necessary information for critical lift permit

  17. 69 -13.8 kV Substation Expansion

  18. Substation Pre-Purchased Equipment • 69kV circuit breaker • Shop Drawings are approved • Fabrication to start soon • Expected Delivery - Early 2010 • Breaker to be stored in a fenced area until the 69kV tower can be de-energized in the fall.

  19. 69 kV Gas Insulated Circuit Breaker

  20. Concerns • Storage of indoor pre-purchased equipment • Will be received early • Indoor Storage Space is available in C-AD complex, B-974 • Work in 69 kV yard • Needs to be coordinated around the Lab’s operating schedule • Needs to be coordinated around LIPA’s summer demands • Needs to be able to de-energize a portion of the 69 kV bus • Construction schedule extended to incorporate summer/fall of 2010 to allow for coordination with site operating schedules

  21. Conclusions • Electrical work at Ring Bldg progressing well • Hinck & GL Seaman have good reputation at BNL • Electrical procurements are ahead of schedule • Delivery dates for unit substations support Torcon schedule • Delivery dates for substation equipment support Bana schedule • Substation construction looks like it will proceed in a timely fashion • Power should be available to construction site ~May 2010 • Bana’s schedule shows construction to be completed early (~December 2010)
