II. New State Governments • After the D of I--States set up governments • Some states created branches to stop any group from getting too much power C. Some states create Bill of Rights (modeled after he English Bill of Rights,1689) D. ALL states are a republic form of government—people have the power
III. Articles of Confederation • 1776 Continental Congress decided: 1. National government should be a republic But still had questions regarding: 2. How should states vote? 3. Who controls land west of the Appalachians? (National government or individual states)
III. Articles of Confederation B. Articles of Confederation 1. National government has few powers can’t tax or enforce laws 2. Each state has only one vote 3. States keep land west of the Appalachian Mtns- this makes small states mad and eventually states give up land in the west
IV. Northwest Ordinance • How will government deal with Western lands? • Land ordinance of 1785-surveyers stake out 6 square mile plots called townships

Northwest ordinance was a set of laws for orderly growth of the territories 1. 5,000 free males owning at least 50 acres they can elect an assembly 2. 60,000 total population = state can apply for statehood 5. No slavery 6. Rivers can be traveled by everyone 7. Freedom of religion and trial by jury
V. Weakness of Articles • Nation was in debt • Soldiers were owed $ and revolting • National gov had no way to tax
VI. Shay’s Rebellion • 1780’s Massachusetts has $ problems • Farmers are forced to pay more taxes (can’t afford) • Farmers are forced to sell farms to sell taxes
VI. Shay’s Rebellion D. Farmers rebelled 1. Daniel Shays got 1,500 followers 2. January 1787 Shays stormed federal arsenal 3. Easily put down by militia
VII. Wake-up Call • Big trouble if own people are rebelling against the government • Need to strengthen the federal government • Need to get out of debt
