PM2.5 SIP Background • Standards - 15 µg/m3(annual)& 65 µg/m3 (daily) • DC area designated nonattainment in 2004 • All NOVA monitors in compliance • Influence on DC cited for inclusion • Monitored air quality continues to improve • SIP process began - Spring 2007 • Draft SIP completed – Dec 2007 • Public review/comment – Jan 2008
SIP Content & Results • Combination emission reduction measures • Local point, mobile, & nonroad reductions • Significant regional reductions of SO2 & NOX • Attainment demonstrated by 2009 using regional modeling • Results consist with other modeling efforts • All other SIP requirements met • RACM analysis • Conformity budgets • Contingency measures

Conclusions • DC area has a more than adequate monitoring network • Entire area currently monitoring attainment with annual standard • No EPA defined “hotspots” exist • Model predicted attainment of all standards by 2009 • Complete & fully approvable SIP
Local Area Analysis (LAA) • Perceived local “hotspot” at PRGS • Onsite monitoring underway • No monitored evidence of hotspot exists • LAA not required by EPA guidance • Comprehensive permit for PRGS in process • Bottom line – permit the appropriate mechanism to resolve any local issues
