Workforce Development Fund • Department of Health via SfC - Replaces TSI • ongoing professional development of staff in adult social care through vocational qualifications • NVQ units completed (assessed and verified) after 1 January 2011 and before 30 September 2011 can be claimed for • SCA require all NVQ units to be in by Oct 3rd • QCF units can be claimed throughout the 2011/12 funding year

4. Workforce Development Fund Completed NVQ units to 30th Sept = £75 Completed units on the QCF • SfC allocate £10 per credit • QCF units made up of several credits • SCA will accept minimum claim of 8 credits(completed units) • Payment to employers = £74 for 8 credits

Workforce Development Fund • Health & Social Care Level 2 Diploma = 46 credits (£425.50) • Health & Social Care Level 3 Diploma = 58 credits (£536.50) Smaller qualifications on the QCF e.g. • Level 2 Award Supporting Individuals with LDis • Level 2 Certificate Supporting Individuals with LDis • Level 3 Award Supporting Individuals with LDis • Level 3 Certificate Supporting Individuals with LDis

6. WDF Eligible Units Priorities for 2011-12: • dementia • end of life • learning disabilities • safeguarding • Management • Extensive range of units on the QCF • Mandatory units for Level 2 and 3 Health and Social Care diplomas – relate to CIS

7. All adult social care providing establishments can claim Administered through employer led partnerships SCA lead partner for WDF in Surrey, Brighton and Hove and E. Sussex Requires a new fully completed WDF partnership membership form for each individual member – 1 per establishment NMDS requirements: - NMDS Organisation record completed and updated after April 1st 2011 - Fully completed employee records for 90% employees - Exceptions if partners met 2010-11 requirements – eligible until 30th Sept WDF: Employer Eligibility

8. WDF: Evidence Requirements • For all QCF / NVQ units - Unit summary sheet (from the assessment centre or awarding body) • NVQ units must be assessed and verified between 1st January 2011 and 30th September 2011 • All dates for QCF units must be between 1 January 2011 and 16 March 2012. • Fully completed WDF partnership form • Met NMDS requirements and have NMDS-SC unique reference number

9. Likely that claims process will include following elements Employer/Company Details Form Claim Form – now simplified BACs Form Supporting Evidence Adult Social Care Grant 2011-12 Training that will be eligible for a contribution from the ASCG currently being reviewed in light of new WDF

13. Housing Benefit Consultation Key Points/Feedback from event Consultation opened 19th July closes 9th Oct. Why? Gov states HB for people in Supported Housing not working Issues around “exempt” status conflicting with SL requirements Complexity etc.

14. Proposals: • Calculated in simpler ways • “Cost neutral” not cost cutting • Intend that private landlords can access same level as NfP landlords • 2 Categories for non registered Providers • People in Conventional Supported Housing • People with more specific housing needs • Registered Providers – no real change Concerns: Simplification fails to acknowledge different costs. Whole range of uncertainties and potential dangers with little detail given as to how will work. General consensus that there is not enough detail to form real opinion on proposals. Fear around “typical” costs Vs “actual” potential to be cuts in reality

Other News The Low Review: Personal Mobility in State-Funded Residential Care Call for Evidence http://lowreview.org.uk/ The review invites anyone with an interest, particularly people living in  state funded residential care, care home providers and local authorities, to share their views and insights on how personal mobility needs are met for people living in residential care. 

16. Learning Disability Coalition response to ODI report on Convention on the Rights of People with Disabilities. In 2009, the UK signed the UN Convention on the Rights of People with Disabilities which aims to make sure that disabled people are treated in the same way as everyone else.  This year the Government must report back to the UN about how well it has put the Convention into practice.  The Office for Disability Issues has put together a draft report on the Government’s progress, which the Learning Disability Coalition has responded to. http://www.learningdisabilitycoalition.org.uk/latestnews.asp The Equality and Human Rights Commission (EHRC) has published the results of its inquiry into disability-related harassment. New figures released in September showed that disability hate crimes rose by more than a fifth in 2010. Across England, Wales and Northern Ireland, police recorded 1,569 incidents in which the victim thought the alleged crime was motivated by their disability, compared with just 1,294 in 2009.
