30 Hours Childcare Provider Briefing Spring 2017
New Disability Access Fund 1 April 2017 Eligibility 3- and 4-year olds criteria: • the child is in receipt of child Disability Living Allowance (DLA) or Personal Independence Payment (PIP) and; • the child receives free early education. Entitlement • one-off payment of £615 per year. • the DAF is not based on an hourly rate and is an additional entitlement. Identifying eligible children • providers to speak to parents in order to find out who is eligible for the DAF • new Parent Declaration form Feb 2017
Disability Access Fund Disability Access Funding: • Parents to nominate one setting by ticking the box • Parents to provide copy of Disability Living Allowance or Personal Independence Payment (PIP) award letter • Provider to send copy of parent declaration and DLA/PIP letter to SfYC local office for eligibility check
Timing of Summer Headcount Claim • Easter 2017 falls at a difficult time to give all providers a fair period of time to make their April headcount claim. • Solution for the timeline: • An interim payment will be made by 28 April 2017 • Payment will be equal to 3/12ths of the annual budget that will be notified to you at the end of March. • The headcount task will be issued 24 April with a deadline of 5 May. • Payment will be made of the difference between the interim payment and the actual claim by 31 May. • Local offices will contact new providers who do not have a history of claiming to agree an estimate.
Parents will make applications directly with HMRC and not through their Local Authorities • HMRC will manage the notification to parents of the need to reconfirm and provide mechanisms for reconfirmation • HMRC will provide review and appeal processes for parents who are unsuccessful in their application for the entitlement. • Reviews and appeals can be made by parents deemed ineligible or against a penalty. This will result initially in a mandatory review by HMRC with appeal then to the First Tier Tribunal Parent Journey for 30 Hours
Parent – Eligibility Code • An eligibility code will not change – same code through out • The eligibility dates associated with the code will change (even if a parent becomes temporarily non-eligible and a code becomes invalid and then valid again) • Eligibility codes issued can be used in more than one setting – hours split accordingly • The code can be used in settings funded by different LAs – hours split accordingly • The code can be partially used • The code can be used over 38 weeks for 15 hours maximum (standard) or over 52 weeks at reduced hours (stretched offer) • The code may be used by the partner in lieu of parent

Grace Period Parental circumstances change - Grace Period will: • provide continuity for the child; • give parents the opportunity to regain employment; and; • give providers certainty that if they offer a place under the extended entitlement, they will not risk having an empty place immediately following those changes in circumstances.
Learning from the Early Implementers Tips from a Portsmouth Setting: • Eligible families are already attending; • Think about what is going to work for your setting and the families who use you. • Make changes to registration procedures: • How will you explain to parents • How will stretch offer work. • Group of 5 sessional providers collaborating and sharing staff to meet extended needs e.g. Saturdays and longer days/weeks.
Maximum offer – eligible 3 and 4 year olds: • 15+15 = 30 hours over 38 weeks or • 11+11 = 22 hours over 51 weeks • Total hours per child is: • Universal 570 hours • Additional 570 hours • Total is 1140 hours Per child’s eligible birthday year

Confirmation of Providers offering 30 hours from September 2017(note this slide will not be complete until end february. Research findings report into the views of parents of children with additional needs on 30 hours free childcare Following on from the DfE/HCC 30 Hours Childcare Parental survey in the summer the Hampshire 30 Hours Childcare Steering Group asked for further research to be undertaken to look more closely at provision for children with special educational needs and disabilities (SEND). During November/December 2016: • 5 parent focus groups were convened across Hampshire • Portage Home Visitors surveyed parents of 2 and 3 year olds in their homes or invited them to complete an online survey During Spring SENCo support groups information disseminated.
Conclusions There is a great deal of interest in the potential use of 30 hours childcare amongst parents of children with SEND. What is important though to take up a place: • good reputation and ‘word of mouth’ recommendations • parents looking for ‘endorsement’ on the quality of childcare settings • certain features which parents look for in childcare provision • childminders to play a greater role • reliance on family and friends • flexibilities around transport
