1. 0 Background • Within the Housing Strategy it is proposed that Housing Services, in partnership with Planning, will establish a Whole Housing System Neighbourhood Planning Process by January 2005. • The process involves contributing to the production of the Local Development Scheme(s), and producing Salford Development Plan Documents for Central Salford , and producing Area Housing Plans for Central and West Salford
West Salford • In the case of West Salford, it is envisaged that initially these reports will be produced for Swinton, Eccles, and Little Hulton. • The development of these will be coordinated with regeneration initiatives, the options process for Council owned homes, the emerging Neighbourhood Management process, and the development of Local Development Plan Documents for Central and West Salford.
Renewal Clusters in West Salford • The Neighbourhood Renewal Strategyhas also set out the framework for neighbourhood renewal in Salford over the next five years, identifying priorities for investment both across the city and within neighbourhoods. • The strategy has identified three clusters for renewal in West Salford covering Little Hulton, Swinton, and Eccles along the Liverpool Road corridor.
Housing Market Assessment outcome– West Salford The outcome of the ‘Understanding Change – Housing Market IN Salford’ is that: • West Salford requires targeted action rather than major change • Deprivation is widespread across a range of indices, but not as intense as in Central Salford • Priority areas include Swinton North, the Liverpool Road corridor, Little Hulton and Walkden North. • It is an area of great opportunity
2.0 Local Housing Market Report for Eccles • The ‘Understanding Change – Housing Market IN Salford’, that provides an overview of the Housing Market in Salford recommends preparation of 8 Local Housing Market Reports, representing areas of Salford. • A Local Housing Market Report for Swinton was produced in April 2004 as part of this process. Swinton community committees, elected members, and officers were consulted on issues highlighted by the report, and the stakeholders are currently being consulted.
Housing Market Assessments • Why undertake a market assessment? • The Housing Strategy must be based on a robust up to date housing needs assessment • A clear picture should be presented of the housing market(s) in the area • There should be an up to date summary of the condition of the housing stock • Information should be presented on special needs client groups
The Process • Analysis of key Economic and Demographic trends in the area at Community Committee area levels • Local Housing Market Analysis • Assessment of future housing needs at local level

Eccles Housing Market Report • Local Housing Market Reports provide the key information on factors that influence the Housing Market in these areas. • These reports will be produced at Service Delivery Area/Community Committee Area levels and will identify key issues, areas where there is a need for intervention, and Neighbourhood Planning. • Eccles Report covers, Barton, Winton and Eccles Wards
Local Area Housing Plans • The identified priorities in these reports will form the basis for producing the Local Area Housing Plans. • These plans will link to the Housing Strategy and national and regional planning objectives, targets for new housing development and Local Development Documents, as required by the new planning framework in the Planning and Compulsory Purchase Act 2004. • The Local Area Housing Plans will make the basis and contribute to the development and adoption of a West Salford Area Housing Plan by December 2005, as identified in the Housing Strategy 2004-2006.
Local Area Housing Plans • The Local Area Housing Plans would also provide a framework for securing investment and introducing initiatives to create sustainable communities. • These plans also will contribute to develop processes for supply of affordable housing. • These will be linked to the Housing Option Process for council owned houses.
3.0 Consultation Plan • Consultation with stakeholders, and residents has been an integral part of the process, and consequently a consultation plan has been developed to ensure the stakeholders involvement from the outset in order to inform, consult and encourage participation, and involvement throughout the process. • This consultation plan supports the requirement of Statement of Community Involvement (SCI) within the new planning system.
Neighbourhood Working Group • It is proposed to set up a Neighbourhood Working Group consisting of representatives of stakeholders, i.e. community groups, main housing providers, elected members and officers to ensure stockholders’ contribution and ownership. • The role of the Neighbourhood Working Group is to consider and comment on the contents of the report, and later to contribute to the consultation process, and development of the area plan.
Eccles Neighbourhood Working Group • The Neighbourhood Working Group for Eccles met on 24th of November. Representatives from Salford Link Project, New Prospect Housing, Elected members, Manchester Methodist Housing Association, and Neighbourhood Management attended the meeting. • The Group was informed of the purpose of the Housing Market Report in Eccles, and participated in a workshop and identified main housing market issues in Eccles, and agreed the terms of reference for the group.
Eccles Neighbourhood Working Group • In addition a consultation questionnaire has been sent to nearly 30 other stakeholders within the area , in order to achieve a balanced understanding of the area. • The comments will be incorporated in the report • The report has been presented to Housing Strategic Partnership,
Our Next Steps • Presentation to Community Committees for their information, and comments • Consultation with Neighbourhood Working Group (stakeholders ) on draft copy in February • Consult internal departments and seek comments to finalise Report • Report to Lead Member to note findings, and seek approval for implementing the consultation plan on the final report.
