Approach to E&E Schedule • Identify opportunities that support E&E requirements, priorities and considerations • Develop civilian capacity to lead exercises and experiments • Synch with DOD two-year exercise schedule • When possible, conduct TTXs and/or experiments as lead-up to larger exercise execution • Work with JS J7 to coordinate COCOM stability operation exercises in conjunction with S/CRS
E&E Level of Effort Definition • Level I – Robust Collective Interagency Training • E.g., an end-to-end IMS exercise with Principals, COM, CRSG, IPC, ACT/FACT, GCC, JTF • Level II – Moderate Collective Interagency Training • E.g., Interagency participation in EUCOM Austere Challenge 09; SOUTHCOM Blue Advance 08 • Level III – Limited Collective Interagency Training, Individual Training, and Relationship Building Opportunities • E.g., Country-level planning tabletop exercise/experiment; ARRCADE FUSION 09 • Level IV – Academics or Training Support to DOD and Other Actors • E.g., IA white cell / Exercise Control Group, Pre-exercise Academics
Proposed FY10/11 E&E Schedule • Conduct several Level III Civ-Civ, Civ-Mil and Civ-IO/multinational engagements in FY10 and FY11 • Conduct Level II Civ-Civ exercise in FY11 Q1 • Conduct Level I IMS exercise with COCOM in FY11 Q3 or Q4 • Conduct Level IV engagements with DOD, Multinational and IO partners as identified Use FY10 exercises to build individual and group competencies and improve integration Exercise “mini” IMS or part of IMS in FY11 Q1 Full IMS exercise in late FY11

Overall IA Training Goals and Objectives: FY10/11 • Goals: Overall training and readiness goals • Prepare CRC and IA personnel for future field deployments • Train CRC and IA personnel on developed concepts and doctrine • Test and refine IMS processes and procedures • Advance integrated R&S planning and response capability • Objectives: Enable the achievement of training and readiness goals • Ensure ability to utilize R&S systems, methods and tools (i.e. IMS; ICAF) • Improve ability to perform sectoral and functional roles with USG and international partners in complex R&S environments • Improve IA capacity for developing integrated whole of government plans for reconstruction and stabilization operations • Inform and test new and existing doctrine and processes • Build CRC personnel leadership, facilitation and teambuilding capabilities • Ensure effective communication with host nation, international organizations, military actors, and civilian IA partners • Build relationships with potential working partners (i.e. IOs, Civ-Mil and Civ-Civ relations, NGOs)
FY10/11 Exercise and Experiment Priorities • Exercise and Experiment Priorities • Test and train the IMS, building to a full IMS exercise • Seek and build civilian-led, R&S –focused exercise opportunities • Build new relationships with COCOMs, focusing on regions where we are likely to deploy (e.g. AFRICOM) • Train with international and multinational partners (e.g. NATO; EU; UN) • Exercise full interagency roles (e.g. reachback) and whole of department planning • Develop the civilian capacity to lead R&S exercises
