Identify the QA process that is in place right now in Bangladesh • Each university has a syndicate and an internal Academic Council. • There is no Quality Assurance Agency present in Bangladesh. Quality Assurance Agency is in the making. • University Academic Council and/or Syndicate committee do work only for the academic programs and not for Quality Assurance. • Academic Council is the highest body for the academic programs and only assess the quality within the departments or within the faculties.
Concerns for HEIs regarding QA in Bangladesh • Different aspects of quality from different stakeholders. • At least minimum level of quality should be confirmed by every stakeholders • In general, the compatibility of the curriculum with the International standards is missing. • In the absence of QA, the quality of education is deteriorating in some cases. • Due to increase in the workload, the Academic Council and other statutory bodies are unable to concentrate on QA.
Proposed Actions for the Concerns • The Higher Education Council should establish QECs (Quality Enhancement/Evaluation Cells) in all individual universities in Bangladesh. (as followed in Pakistan –Prof Muhammad Sajidin) • Group Chairman Prof Rahman suggested that QECs should work with the guidelines or frameworks suggested by Quality Assurance Agency (QAA). • All Universities should meet minimum standards of quality education • QA framework: • Self assessment of programs • University’s internal review • External review • Self assessment program • Student feedback • Faculty feedback • Employers’ survey • Alumni survey • Graduating student survey • Course evaluation by faculty
Aspects • Mission, Vision and Objectives • Organizational Structure and Management • Students and Student Services • Admission, learning process, exams/evaluations, co/extra-curriculum, attendance /discipline • Faculty • Qualification, Instructional proficiency, research/publication, self development • Curriculum • International compatibility, relevant to social and market needs, periodical review • Physical Facility • Library, classrooms, laboratories, computing facilities, other resources • Internal Quality Assurance System
