Group 4 Generally adopt all targets and existing indicators (MDG ), except those identified by the group.
Goal 4: Ensure healthy lives Adopt all targets. Consider/add new indicators: • neonatal mortality rate (critical) • Proportion of 12-13 yrs old immunized against human papiloma virus (HPV) • Proportion of 50 yrs old and above immunized against influenza
Goal 4: Ensure healthy lives Consider/add new indicators: • Measles immunization for children less than 1 year old; • Risk factors for non-communicable diseases (smoking prevalence; physical activity; healthy diet; obesity) • HIV incidence; condom use rate among males having sex with males (MSM) • Incidence of rabies;
Goal 4: Ensure healthy lives On non-communicable disease outcomes: cancer, CVD On tropical diseases: dengue, leprosy, schistosomiasis, filariasis. Note: the following diseases are for elimination: malaria, filariasis, schistosomiasis
Goal 5: Food security and good nutrition • Add: indicator on anemia among pregnant women • Exclude value of production in agri (but adopt GVA in % growth) Issue on: • Need for indicator on “food safety” (safety from farm to table?) • on measuring yield of SMALL HOLDER farmers (disaggregation issue; yield is measured by commodity)
Goal 5: Food security and good nutrition Issue on: • Postharvest loss is by specific commodity (special study only, need to be institutionalized) • Unclear and difficult to measure “sustainable agriculture” or “sustainable fishery”? (unless it’s inland fishing);
Goal 6: Universal access to water and sanitation • Unclear indicator: “bring fresh water withdrawals in line with supply and increase water efficiency in agriculture…” • Reservations in adopting indicator on municipal and industrial wastewater treatment (few LGUs with sewerage & septage management systems; costly)
Recommendations • If necessary, identify key indicators and focus on attaining these targets; consider also LGU capacities and capabilities; • Need to further study “proxy indicators” (could be deleted because it might be over/under-estimating accomplishments); • Need to improve data collection systems (synchronization, avoid duplication);
Operationalization of goals • Need for wider consultation and workshop on sectoral targets; • Need to agree on baseline year (2015?) for data collection and analysis; • Agree on indicators to be disaggregated at local level (provincial?); • Need to have a long-term plan (til 2030) at national and LGU level; • Synchronize targets with planning and budgeting system (resource implications)
