  4. DREAM Act • Available for all NYS Programs • No cap on funds • Application will be available on the HESC website shortly • One application for all programs

  5. DREAM Act – Permanent Home in NYS • Permanent home is in NYS and you have one of the following • T-Visa or U-Visa • Individuals granted temporary protected status (TPS) pursuant to the Federal Immigration Act of 1990 • Individuals without lawful immigration status

DREAM ACT – Permanent Home outside NYS • Permanent home is outside NYS and you have one of the following • US citizen or Permanent resident alien • T-Visa or U-Visa • Individuals granted temporary protected status (TPS) pursuant to the Federal Immigration Act of 1990 • Individuals without lawful immigration status • Class of refugees paroled by the attorney general pertaining to the admission of aliens to the US

DREAM Act – Determining Eligibility • In addition students must: • Have attended a NYS High School for 2 or more years • Graduated from a NYS High School and • Applied for attendance in an NYS college • Undergraduate program within 5 years of receiving HS diploma • Graduate program within 10 years of receiving HS diploma

  8. DREAM ACT – Determining Eligibility- con’t • Received a NYS high school equivalency diploma • Applied for attendance in an NYS college • Undergraduate program- within 5 years • Graduate program- within 10 year OR • Charge in state college tuition for any reason

  9. DREAM ACT – Award Eligibility • Applicants without lawful immigration status must file an affidavit with the college stating the student has filed or will file an application for legal immigration status

  10. Dream Act – Application Process • DREAM Act applicants will: • Complete an application • Undergo evaluation • Be placed on payment rosters along with all other recipients for certification • Payment process the same as all HESC programs

  12. Excelsior Application Process • First-time applicants • FAFSA • NYS Student Aid Payment Application • If over the TAP income threshold, no need for completion • HESC will determine if application is needed • Excelsior Application

  13. ETA Application Process • First-time applicants • FAFSA • NYS Student Aid Payment Application • ETA Application

  14. Excelsior/ETA Processing- First-time Applicants • Excelsior/ETA application for 2019-20 • Available until 8/15/19 • HESC sends credit verification file to schools • Income verification and edits on application • Ensure FAFSA and NYS Student Aid Paymentapplication processed

  15. Excelsior Processing – First-time Applicants • School returns credit verification file • Student meets credit/income and determined eligible • Student receives email notice to sign contract • Once contract is signed, student sent as Excelsior recipient on student status listing (SSL)

ETA Processing- First-time Applicants • School returns credit verification file • Student meets credit/income and determined eligible if school has no cap • Schools with a cap must wait until application period ends for lottery • Student receives email notice to sign contract • Once contract is signed, student sent as ETA recipient on student status listing (SSL)

  17. Excelsior/ETA Application Process – Continuing Recipients • File FAFSA and NYS Student Aid Payment Application (if required) • If eligible in previous year, will roll over to current year • Determined Excelsior/ETA recipient on SSL

  18. Excelsior/ETA Application Process – Continuing Recipients • Transfer students • Student appears on SSL once a school code change is made • Maintains Excelsior/ETA eligible status • Credit verification completed as part of certification process

  19. Excelsior/ETA Income Requirement • For 2019-20, combined federal adjusted gross income of $125,000 or less for tax year 2017 • Applicants who cannot be verified through IVP process are sent an income questionnaire to complete and submit to HESC to continue processing

  20. Income Appeal • Income from 2017 is used except under these conditions: • Death, disability, divorce, or separation during 2018 or 2019 • Applicants must complete Income Appeal form and provide documentation to support request to use 2018 or 2019 income

  21. Processing Appeals • Student denied Excelsior/ETA for credits/breaks • Applicants must complete an Appeal form and provide documentation to support request • HESC reviews information • Appeal approved or denied • School and student receive notification of decision

  22. Excelsior/ETA Scholarship – Requirements • Be and stay on track for on-time completion • Enroll in at least 12 credits per term and complete 30 credits per year • Banked credits count toward 12/30 credit requirement • Remedial courses not included

Processing changes • Current Excelsior/ETA recipients who are on track but do not have 30 credits in current year are eligible for payment • 1st year: completes 33 credits • 2nd year: completes 27 credits for a total of 60 in 4 terms • Maintains eligibility and receives payment for year 2 • Schools should treat excess credits from year 1 and include in year 2 to fulfill the 30 credit requirement

  24. Eligibility- ADA students • May attend less than full time • Must be continuously enrolled • Successfully complete all credits enrolled in per term • If student did not earn credits for all course attempted, missing credits can be earned during Summer/Winter sessions to get back on track

Final Year of College • Effective December 27, 2017, students meet full-time requirement if: • Enrolled in 12 credits with at least six credits in the program of study in the term before the final term • Enrolled in 12 credits with at least one course in the program of study in the final term

  26. Certification: Excelsior and ETA • College certifies at end of each term • Online or electronically • Payments made to colleges at end of term • Non-prepay • Payments made on daily basis

  27. Loss of Eligibility • Failure to complete 30 credits within 365-day evaluation period • Cannot regain eligibility • Income exceeds threshold • Can apply for payment in future years • NYS Residency • Student remainsineligible if no longer NY resident

  28. Excelsior/ETA Post Award Requirements • Recipients must agree to live and work, if employed, in NYS for same period of time they received award • Provision for out of state continued education • Military

NYS STEM Incentive • Provides tuition scholarships for undergraduate students at SUNY, CUNY, private colleges in NYS • Up to annual tuition charged to NYS residents at SUNY • Must pursue degree in Science, Technology, Engineering or Mathematics • Merit-based, no income restrictions • Students ranked in top 10% of senior class

  30. STEM • Application open October 1- August 15, 2019 • Recipients with more than one STEM- approved major • Students attending private colleges now eligible • Updated enrollment requirements for final year of study

  31. STEM Changes 2019: Private Colleges • First-time students only may apply • Limited funding • Lottery process • Higher priority for upper class students

  32. STEM- Transfer Students • STEM recipient transfers to another college • SUNY/CUNY SUNY/CUNY • Student maintains STEM Award • SUNY/CUNY Private • Student will be in lottery for funding • Private SUNY/CUNY • Student maintains STEM Award

STEM: Final Year of Study • Effective December 27, 2017, students meet full-time requirement if: • Enrolled in 12 credits with at least six credits in the program of study in the term before the final term • Enrolled in 12 credits with at least one course in the program of study in the final term

  35. NYS Teacher Loan Forgiveness Program • 2018 NYS budget establishes new loan forgiveness program • $1 million over four years to provide $5,000 annual awards to teachers serving in high need school districts in subject areas for which a shortage of teachers exists

  36. Get on Your Feet Loan Forgiveness (GOYF) • Earned undergraduate degree from NYS College after December 2014 • Recipient must be enrolled in federal Income Based Repayment plan • Income less than $50,000 • Recipient receives maximum of 24 payments equal to monthly repayment plan payment

  37. NYS Child Welfare Worker Loan Forgiveness Incentive Program • Recipients must agree to work full-time at a not-for-profit child welfare agency in NYS licensed by OCFS for five years • Must apply within two years of college graduation • Awards up to $10,000 per year for up to 5 years of service or total student loan debt, whichever is less • Forgiveness for undergraduate and graduate loans

  38. NYS Young Farmers Loan Forgiveness • Up to $50,000 or applicants actual student loan debt whichever is less • Annual award up to $10,000 • Agree to operate a farm in NYS on a full time basis for at least 5 years • Application available October 1, 2018
