  6. Making Informed Decisions & Measuring the Impact Building a Practical, Sustainable Assessment Program at KU Libraries

  7. KU Libraries’ Assessment Program Priorities New Libraries Program for 2013, focused on: • User-centered Library • A Culture of Assessment • Data-driven and Evidence-based Decisions for Planning • Information Transparency.

Our First Year Program Goals • Improve processes for collecting, storing, managing, analyzing and sharing organizational data • Strengthen organizational capacity to effectively plan & deliver assessment activities as well as conduct data analysis and produce interpretive reports • Create an operational and assessment planning cycle with departments/centers/teams to include the integration of evaluation and assessment efforts into planning and reporting • Explore outcome-based assessment models designed to measure the value and impact of our services, spaces and collections with users; implement some aspects based on needs of libraries. • Establish an assessment cycle for the Strategic Plan address established metrics and develop potential impact and value measurements • Develop and implement a communication plan regularly share assessment priorities, goals and successes with the broader organization.

Data Collection and Management Key Program Projects and Activities for 2013-2014: • Library-wide Information and Data Inventory: Conduct an audit and analysis of existing data generation, information use and collection efforts and sources (Spring 2013 – underway) • Structure the process and timeline for collecting and reporting the Annual Libraries’ Statisticsand Trends Analysis beginning in 2014. • Evaluate recommend a data solution: • - Statistical data repository and assessment management solution(s) - Support decision-making, and planning and development in the Libraries - Initial population of selected data from current and designated historical data.

Expertise and Staff Required • Assessment Services (Innovation and Strategy Division) • Collect, and make accessible, data and statistics • Produce interpretive reports • Help create, coordinate and support on-going and ad hoc processes for demonstrating the libraries’ value and impact • And more… • Department, Center and Unit Heads • Integration of assessment and data-driven decision making at all levels in the organization • Manager participation in an annual operational and assessment planning cycle • Cross-organizational Assessment and Metrics Team • Strategic Plan Strategy Owners and Teams

Training and Development Opportunities Key Projects and Activities for 2013-2014: • Develop a training and development program for assessment planning, data analysis and evaluation skills, working with Organizational Development group. • Clarify the roles and proficiencies need by library faculty and staff in producing & using assessment data • Build awareness and comfort with assessment concepts and practices. • Elevate overall staff ability and comfort-level through workshops and learning opportunities

KU Libraries’ Annual Assessment Plan In summary, the plan: • will be drafted each fiscal year • NOTE: this first year is an “in progress” version – heavy emphasis on creating the needed, on-going structure • The plan is a multilayered view of impact and effectiveness • address the scope, scale, prioritization and direction of assessment activities • drawing on quantitative and qualitative sources, traditional input, output and process measures, service and needs assessments • new outcomes-based assessment activities

RATIONALE: Rising Demands Across Higher Education and within Libraries • Environmental Changes • Increased external pressure for accountability in all areas of higher education • Growing user expectations for services, including quality and responsiveness • Regional accreditation requirements • “Competition” from other service and information providers • Budgetary Constraints • Campus-wide competition for diminishing resource • Budget dollars • Facilities and space availability • Heightened demands for affordable and accessible postsecondary education • Cost savings and/or reallocation requirements • Justifying our Existence • Fighting to remain relevant • Is our library accomplishing its goals and how well are we accomplishing them?
