The EU iGaming Debate • Green paper discussion & recommendations: • Advertising • Common principles consumer and minor protection of consumers • PwC conducting a study on the role of national regulators (licensing, enforcement, etc.) • European Commission Expert Group’s role in developing best practice for online gambling • Restructuring of online gambling portfolio at European Commission
RGA Technical standards (1) • efficient and effective technical standards taking account of consumer experience and market dynamics • apply to all platforms and methods of remote delivery; • accommodate the differences between betting and gaming products; • underline the integrity and fairness of remote gambling products; • standards that ensure that online gambling products are fair, secure, auditable and can be regulated efficiently.
RGA Technical standards (2) • provide assurance to consumers that the industry, are committed to and provide fair and safe betting and gaming; • allow for technological developments and innovation; and • cover the principles of good testing of standards by regulators and third party testing organisations. • standards focus on identifying objectives not methods.
Benefits of standards • Beneficial for regulators and consumers: • similar processes and standards, • derived from evidence • risk based decision making • the importance of technical standards when operators are considering entering a market • economies of scale for gambling activities • cost of compliance • ability to use tried and tested products
Inconsistencies mean: • Management and compliance problems • Fragmentation of online gambling market • Unnecessary duplication of company and regulatory infrastructures
Review and Revise • support innovation • Better KYC • Improvements to game architecture • increased consumer transparency • create a level playing field • Enable new entrants to develop products • Enables product launches in a number of jurisdiction
