Dicapta • Serving the Hispanic community since 2001 • Funded by OSEP since 2005 to provide captioning and video description in Spanish • Collaborating with different organizations representing the Hispanic community and their needs. (DCMP, VDRDC, NCDB, Family Center for Technology and Disabilities) • Library of Congress • VITAC Creating Description: An Art that Goes Beyond the Language

The Hispanic Population • According to the 2010 Census…. • 50.0 million (16%) of 308.7 million people residing in the United States as of April 1, 2010 are Hispanic. • ¨More than half of the growth in the total population of US between 2000 and 2010 was due to the increase in the Hispanic population¨. • We want to highlight… • According to Nielsen 80% of Hispanic households prefer to watch TV in Spanish. • The major Hispanic population is concentrated in the most important TV markets. ( Texas, California, Illinois, Florida, and NY)

Hispanic children with Visual Disabilities • Parents • High Illiteracy Rate • Lack of Participation by Parents in the Educational Process • Language Barriers • Children • Don’t have a Strong Linguistic Foundation • Don’t receive Support from Parents in their Educational Process • Don’t receive Prompt Attention • Don’t receive Appropriate Materials. Available Resources (Books, Videos, Audiovisual Material) are in English

  8. Hispanic with Visual Disabilities According to NIH (National Institute of Health) • Latinos develop visual impairments and blindness at the highest rate of any ethnic group in the country • High Illiteracy Rate • Language Barriers • More likely to report low quality of life.

Video Description in Spanish -Current State - • The only programming with description in Spanish available is the one funded by the Department of Education. • Dicapta has provided around 3,000 hours available through V-me, HITN and TU TV (Corporación para la Difusión Pública de Puerto Rico), Semillitas. A couple of hours are also available on a loan basis through the Library for the Blind in Puerto Rico. • DCMP has 576 tiles in Spanish with captions and description. (funded by OSEP) • NCI has provided around 100 hours for Plaza Sésamo. ( funded by OSEP)

  11. Video Description in Spanish -Current State - 1. With the bill in place, high risk of fewer funds to do video description 2. Entertaining, recreational, and cultural events? ACCESIBILITY CANNOT BE GRANT DEPENDANT!
