HR Issues under LSG – Recruitment and Staffing(Based on HKCSS Survey in 2005) • Close to 50% of agencies replaced high cost staff with low cost staff • Over 50% of agencies employ over 40% of time-limited contract staff • Around 50% of agencies offer contracts of 6 months or less, longest contract is 24 months • Only 16% anticipate downsizing • Only 13% anticipate introduction of early retirement
HR Issues under LSG – Salary(Based on HKCSS Survey in 2005) • Only 30% of agencies still linked to MPS • 66% of agencies have either revamped or will revamp salary structure in next 2 years • 34% indicated no plan to revamp salary • Only 16% of agencies anticipate pay cut • Majority use base pay increase to reward staff, 20% use performance bonus • Only 25% anticipate change in benefits
