Priority of diversion • While planning the evacuation transmission network for the Talcher Stage-II generating station, the back-up/alternate network in the absence of availability of Talcher-Kolar pole(s) has not been envisaged. • As per the on-going practice, in the event of any contingency of outage of Talcher-Kolar pole, the Talcher Stage-II power is being diverted through ER and ER/WR subject to the availability of the corridor in the other Region. • Any priority for diversion of this power through other Regions is not possible and the existing practice of permitting diversion subject to availability of corridor can be continued
Procedure • In order to avoid throttling of the of cheap pit head station power, evacuation through the alternate routes, via ER and if required through WR, in real time operation should take place, as is being done at present i.e., just by consultation and exchange of codes between the RLDCs • However, after the diversion in case the diversion period is more than the specific period as stated earlier (say 3 days continuous), then the agreed transmission charges on post-facto basis can be worked out and adjusted in the monthly transmission bills.
Transmission losses • The notional regional transmission losses can be applied, as is being done
Wheeling • The diversion of Talcher-II power through ER/WR is being carried out for reducing the transmission losses and/or improving the overall system security as well as during the outage of Talcher-Kolar poles subject to the availability of the corridor.
Transmission charges • Presently no transmission charges are being levied for such diversion and for such occasional diversions, the same practice can be continued. • Occasional wheeling/injection of power through/to SR grid in the event of contingencies in other Regions is also permitted by SR without levying any transmission charges • Same is the case with ER/WR • However, in case of diversion of Talcher-II power is for a prolonged period due to a planned shutdown/forced outage for a long duration (say for a period of 3 days or more at a stretch) when the Talcher-Kolar path is physically not available, some transmission charges can be levied. • Short term or long term?
Relevant IEGC Clauses 7.4.5 The base MW level for Talcher-Kolar HVDC link at Talcher end shall be separately advised by SRLDC to Talcher HVDC terminal. It need not be equal to the Talcher-II dispatch schedule, since power can flow to SR via other routes as well,i.e.,Gazuwaka HVDC and Chandrapur HVDC .(The HVDC settings are to be optimized by SRLDC) 7.5.2 The SRLDC shall schedule the interchanges of SR with all other regions, and also advise the power settings to Talcher, Chandrapur and Gazuwaka HVDC stations. 7.5.3 While specifying the above interchange schedules and HVDC settings, NRLDC and SRLDC shall ascertain (in coordination with ERLDC/WRLDC) that no transmission overloading would be caused on either side of the HVDC links. 7.5.3 While specifying the settings of HVDC links under their jurisdiction, NRLDC and SRLDC shall also see whether a diversion of some powerfrom one link to another would reduce transmission losses and/ortransmission loading (thereby permitting more inter-regional power transfer) and improve the overall system security/voltage profile.
Hon’ble Commission’s order dated 19.1.2005 in regard to petition No.95/2004 under para 7 • “7. We have considered the matter. We direct that the transmission charges, provisional or otherwise shall be shared between the constituents of Eastern and Western Regions in equal proportion, that is, in the ratio of 50:50. However, in the event of beneficiaries of Southern Region using the above inter-regional line they would be liable to pay wheeling charges according to use and the balance transmission charges for this inter-regional line shall be shared by the beneficiaries of the Eastern and Western Regions on 50:50 basis as per notification dated 26.3.2001 of the Commission.”
