Legal Nevada Prostitution • Legal Prostitution exists by legal, Nevada statues (laws) in 12 of the state’s 17 counties • In 3 counties – Carson, Douglas, and Lincoln – it is outlawed by county ordinance • In 2 counties –Clark and Washoe – it is illegal by state law • state law makes prostitution illegal in any county with more than 400,000 inhabitants
Legal Nevada Prostitution • Nevada Revised Statute 244.345 allows the Board of County Commissioners in each county to license, tax, and regulate brothels in their counties • NRS 269.175 denies this power to the Board of Commissioners in Counties with more than 400,000 inhabitants • In 1949, the Nevada Supreme Court case of Cunningham v. Washoe County ruled that prostitution was legal in Nevada in the counties that wanted such activity
Legal Nevada Prostitution • Interesting Facts • in the 1860’s Nevada, the ratio of men to women was 20-1 • in the last half of the 1800s, the Comstock Lode and Virginia City dominated commerce west of the Mississippi River which was fertile ground to allow prostitution to flourish • Julia Bulette was reported to be earning up to $1000 per evening • In 1931, gambling was legalized in Nevada and with it, the number of houses of prostitution exploded
Legal Nevada Prostitution • In Las Vegas, it was “Block 16” which was just north of Fremont Street (Stewart Ave) • In Reno, it was known as “The Stockade” located just off North 2nd Street • Houses of Prostitution were located in Clark County (technically illegally) until 1972 • The last houses – Roxie Motel and the C-Bar-C Ranch, were locate just behind The Flamingo Hotel and the Four Mile Bar on Boulder Highway

The girls also must pay their weekly, state mandated medical examinations for STDs • An average brothel worker earns between $50,000 and $75,000 yearly with the girls that are IN DEMAND earning as much as $250,000 (2007)

Legal Nevada Prostitution • OK, so why is Clark County getting screwed? • in 1983, 4,071 prostitutes were arrested in Clark County at a cost to the taxpayers of $1,828,814 • In 1989, 2,219 arrested prostitutes cost taxpayers $1,418,586 • In 1998, there were 3,328 prostitution arrests in Clark County at a cost of $3,327,895 • 3,328 x 105 x $193 = $67,441,920 in MONTHLY revenue
Legal Nevada Prostitution • If prostitution were legal in Clark County and taxed at 10%, about $7 million dollars in revenue would be generated monthly • 67,441,920 x 10% = $6,744,192 in tax MONTHLY revenue
Legal Nevada Prostitution • More interesting facts: • In 1982, A US Census Bureau report indicated that there were about 10,000 illegal prostitutes working the streets, bars and outcall services in Las Vegas and Reno • That number might “double” on a big weekend like a heavyweight fight or special entertainment event • Less than 2% of legal prostitutes in Nevada contract an STD……it is estimated that more than 25% of illegal prostitutes carry some form of STD
Legal Nevada Prostitution • The Nevada Department of Health has been testing legal brothel workers for AIDS since 1986 and NOT ONE lady has ever tested positive for HIV.
