Corrosion Indicators • Open Leak order – • The process will require the operation centers to determine these locations of Suspected Areas and/or Areas of “Active Corrosion”. • Communication and Training with Leakage department is required for the personnel to have the complete understanding of sites that meets the criteria or definition. • Leakage department will be require to review each DPI created for any candidates of Active Corrosion based on the definition, and therefore communicates to the operational center reporting FOL. • If the FOL is in agreement to the initial assessment, then the segment shall be documented onto the Suspected Area of “Active Corrosion” log book as the first step. • The item will be discussed on the Semi-annual meeting • Decision to be made whether item(s) to be upgrade to “Active Corrosion” status by a group consensus

Corrosion Indicators • Repair Corrosion Leaks • The process will require the operation centers to determine the locations of Suspected Areas and/or Areas of “Active Corrosion” • All executed DPI’s shall be review by the designated operations center FOL to determine any areas of candidates for Suspected Areas of “Active Corrosion” based on the definition • Any DPI’s field involvement due to possible generalized corrosion with the operation’s center FOL shall be evaluated for a possible candidates for Areas of “Active Corrosion” • All candidates shall be placed onto the Suspected Areas of “Active Corrosion” log as a first step • Evaluation shall be given on a semi-annual bases • Decision to be made whether item(s) to be upgrade to “Active Corrosion” status by a group consensus

Corrosion Indicators • Visual observation of pipe indicating deep pits – • The process will require the operation centers and joint effort of the Corrosion department to determine the locations of Suspected Areas and/or Areas of “Active Corrosion” • Any excavation and pipe line exposure with indications of sever corrosion due to deep pits, should involve the Operational Center reporting FOL and the area’s Corrosion Technician for proper measurements and classification • Most systems with a visual observation of deep pits that have been determine to be Generalized corrosion shall be evaluated for Areas of “Active Corrosion” • All candidates shall be placed onto the Suspected Areas of “Active Corrosion” log book as the first step • Evaluation given on a Semi-Annual bases • Decision to be made whether item(s) to be upgrade to “Active Corrosion” status by a group consensus

  15. Corrosion Indicators • Significant Corrosion – • The process will require the operation centers and joint effort of the Corrosion department to determine these locations.

Corrosion Indicators • Significant Corrosion – • Corrosion Department • Shall compile any “Corr” orders, such as leaks on coated pipe, Leak on CP, Investigate DPI or Generalized corrosion and etc., for any candidates of Areas of “Active Corrosion”; bring all material to the semi-annual review meeting • Decision to be made whether item(s) to be upgrade to “Active Corrosion” status by a group consensus

Corrosion Indicators • Significant Corrosion – • Operations • Designated FOL, shall compile any areas that have a history of significant corrosion that may not be classified as Generalized Corrosion, such as several DPI’s with Localized Corrosion in a specific locations for candidates of Areas of “Active Corrosion” • Any Areas with a repeat of Class 1 or 2+ • Any Areas with more than three main line corrosion leaks (localize) recorded for the last 9 years • Any Areas with past history of Generalized Corrosion, with pending or completed DPI’s in the same general area • If by historical review of data appear to meet the criteria of Areas of “Active Corrosion”, then the segments shall be placed in “Suspected Area of “Active Corrosion Log” and review at the Semi-Annual meeting • Decision to be made whether item(s) to be upgrade to “Active Corrosion” status by a group consensus • Note: Rolling measurement used for an area of 500 feet in either direction to define the investigative term “Area”

Corrosion Indicators • Any anodic corrosion condition determined by electrical survey – • Electrical Survey shall be conducted by the Corrosion Department • Based on anomaly identification for mitigation of bare or coated pipelines, requested by the Engineering department • Corrosion Department shall evaluate the data and determine anodic areas • Any anodic areas will be evaluated based on the definition of Areas of “Active Corrosion” for any possible potential corrosive areas that meet the criteria • Corrosion Technician shall collect and provide data; place information onto the proper form • Any areas that meet the criteria shall be placed in to the Suspected Areas of “Active Corrosion” Log book for the next Semi-Annual review meeting • Decision to be made whether item(s) to be upgrade to “Active Corrosion” status by a group consensus

Corrosion Indicators • WMS job order with job type “CORR” • All WMS generated orders with the job type “CORR” that are associated with a completed DPI order, shall be evaluated for any Areas of “Active Corrosion” by the responsible Corrosion Technician • Generalized Corrosion • Leaks on CP system • Cleared DPI “investigate” • Etc.. • The Corrosion Technician shall evaluate the information and data that is available or any information obtain in the field to determine, if any areas meets the criteria of “Active Corrosion” • Any Candidates shall be placed on the Suspected Area of “Active Corrosion” Log and evaluated at the next Semi-Annual meeting • Decision to be made whether item(s) to be upgrade to “Active Corrosion” status by a group consensus

  22. Commitment to Safety • At all times during the investigation or prior of the investigation, Departmental leadership shall have an obligation of responsibility to public safety • Any time the pipeline appears to be un-safe or the situation appears un-stable, then the operations leadership team shall act accordingly of a correct course of action “promptly” • The indicators or Areas of “Active Corrosion” process does not postpone any necessary actions to be taken, if needed “promptly” • This shall be taken into consideration for all cases • Operation’s leadership staff will be held accountable for this assessment

Semi-Annual Meetings • Objectives • Discuss candidates for Suspected Areas and Areas of “Active Corrosion” • Review present entries on the Suspected Areas of Active Corrosion log to determined, if any necessary action is needed, such as • upgrade to Active Corrosion status, • increase leakage survey frequency, • maintain item in Suspected Areas of “Active Corrosion” Status • or remove item from the Suspected Areas of “Active Corrosion” status

Semi-Annual Meetings • Objectives, cont…… • Review past and any present Active Corrosion logs • Determine a course of action, or has the present course of action been follow through, such as • Replacement • Retirement • Cathodically protect the segment • To get all departments involved for decision making • Assure all Corrosion Indicators are considered

  26. Semi-Annual Meetings • Departments to be involved • Field Operations • Designated Leader • If available, Operation’s center leadership • Engineering • Technician & Engineer • If available, Senior Engineer • Corrosion • Technicians • If available, Corrosion FLL & Corrosion Specialist

Semi-Annual Meetings • Resources – • Any Corrosion Indicator Data Sheet Annual Summary Sheets – Form C 1282-14 – Gas Standards – 653-8 Exhibit A • All DPI’s, Corr orders, Electrical Survey sheets, any Main Exposure sheets obtained • WMS based or • Local Filing System • Any GIS systems • Color coded patterns placed on maps indicating leakage history • Any Adhoc reports based on historical review based on system numbers, Street, City or town locations, or map numbers • On going filing system, keep for purpose of Areas of “Active Corrosion” semi-annual meetings

  28. Semi-Annual Meetings • RT’s shall be created • Designated for each operation center • TCC to primary locations of Active Corrosion Log storage locations • Comments of RT will indicate location of Log books and the designated FOL to maintain the books • Responsible Corrosion Technician • Shall be assigned to RT as the responsible supervisor • Frequency • Anniversary set for every 6 months not to exceed 9 months • Must complete two meetings per calendar year • All RT’s will generate a “2797” job type • Job order shall be executed after the end of each meeting with the remarks – • Attendance (Who & what department) • New items added or old items removed to the Areas of “Active Corrosion” log sheet • Brief summary of any meeting discussion

Semi-Annual Meetings • Master log sheet of RT’s shall be kept with System Ops and communicated to all other departments with the set target dates with locations specific • Ultimately, System Ops/Corrosion Technician responsibility to send invitations for all Semi Annual meetings to the department representatives involved • All involved departments shall be responsible to attend and provide input • All documentation brought to the Semi-Annual meeting shall be kept on a designated filling location for future review and monitoring • Designated FOL shall maintain the records

Internal Audits • Representative of the auditing group shall be given the “Semi-Annual Meeting - RT master list” to evaluate the quality assurance of the process be carried out for each individual area • By information provided on the RT • The auditor will know, • the designated Leader to maintain the book • the location of the book • the dates of when the information was reviewed • A summary of information from the last Semi-Annual meeting

Suspected Areas of “Active Corrosion” • Exhibit B of COH Gas Standards – 653-8 • Form C-1282-15 • Form shall be updated for any candidates of Areas of “Active Corrosion”, categorize as Investigation of Suspected Areas of “Active Corrosion” • Group shall review form semi-annually • New form created on a yearly bases

Areas of “Active Corrosion” • Exhibit C of COH Gas Standards – 653-8 • Form C-1282-16 • SME group from the semi-annual meeting shall come to a consensus before entering any data into form • Must be evaluated each Semi-Annual meeting • Corrective action must be carried out promptly • Three methods • CP applied • Replacement • Retirement

  33. In-Conclusion • Active Corrosion is an ODOT mandate We need to work together in maintaining and following through with the process to stay in compliance, this is not a one person or a one department operation but a joint effort.
