Operational Sustainment for the 21st Century: Managing Infrastructure Capability
The Resource Base • Airspace • Air Shed Emissions Availability • AICUZ (Noise Bands) • Groundwater Access • Groundwater Discharge Availability • Spectrum • Surface Land Access • Surface Water Access & Discharge Availability • Subsurface Land Access • Workforce Resource Base
NIC Concept Overview Resource Base • In early 2004, the Air Force developed a concept to manage air, land, and water as a group of assets (not just liabilities). • Natural assets (e.g., ecological communities) • Statutory assets (e.g., permits and credits) • These assets, collectively referred to as natural infrastructure (NI), are managed to support the mission. • Like built infrastructure, NI experiences encroachment pressures.
Taxonomy – Resource Base Mission Support Elements ResourceBase …….. Built Infrastructure Security Infrastructure Natural Infrastructure Workforce Infrastructure Communications Infrastructure • The set of support elements needed to sustain mission capability
Taxonomy – Natural Infrastructure ……. ResourceBase Elements Built Infrastructure Workforce Infrastructure Natural Infrastructure Air Water Land Resources Restricted Area Grassland Restricted Area Wastewater Discharge Availability Noise Buffer Area Components WA Water Supply Access Forest MTR Training Area MOA Wetland Regulated Navigation Area Airshed Emissions Availability Open Fresh Water • Distinct components of air, water, and land resources required to effectively conduct operations at an installation or range
Taxonomy – Workforce Infrastructure ResourceBase Elements Workforce Infrastructure Natural Infrastructure Built Infrastructure Categories of Non-availability Planned Non-availability Injury/Occupa- tional Illness ESOH Med Surveillance COP Sick leave Components Program administration LWOP Annual leave Limited Duty Training PPE Special Absences Set-up/Clean-up • Data from distinct categories of non-availability required to effectively manage workforce productivity
ESOHMS Framework Continual Improvement INCREASE REDUCE Sustainable Operations Natural Infrastructure Capacity Compliance Assurance Workforce Availability Mission Requirements and Policy Management Review Risks Impacts/ Mishaps ESOH Costs Lost Time Mission Degradation ACT MISSION CAPABILITY PLAN CHECK Performance Monitoring • Planning DO Implementation and Operation
PerspectiveOld vs New Paradigms High Value Ecological Value Economic Value Ecological Value Military Value Military Value Low Value Old Paradigm (zero sum perspective) New Paradigm (optimization perspective)
Benefits • Assess condition, capacity, capability, and value of assets • Leverage value to make informed investment decisions • Informs master planning and “lead turns” NEPA and puts a “face” on encroachment • SRM based on mission capability and sustainability requirements
