Flight Plan Process (1992) • Sponsors: PSRC & Port of Seattle • Goals: - Evaluate demand and regional alternatives - Develop a solution to meet the region’s needs to the year 2020 and beyond • Recommended a multiple airport system: - Build a 3rd runway at Sea-Tac . . . and - Develop major supplemental airport(s) (eliminated Paine Field as a preferred alt.) 2
Major Supplemental Airport Study • Studied potential for locating a major supplemental airport in the region (an airport which could accommodate two independent parallel runways of 10,000 feet) • Findings (Resolution EB-04-01): - No feasible site was found - Reaffirmed the 3rd runway at Sea-Tac - Requested the state begin a process to address long range airport capacity needs 3
Resolution A-96-02 • Added planning for a 3rd runway at Sea-Tac • Included 31 Action Steps be taken by: - Port of Seattle - PSRC - Highline School District - King County - WSDOT • Asked State to Conduct a Capacity Study 4

FAA Policy • Grant Assurance 22 (economic non-discrimination): SECTION a:“It [the airport sponsor] will make the airport available as an airport for public use on reasonable terms and without unjust discrimination to all types, kinds and classes of aeronautical activities, including commercial aeronautical activities offering services to the public at the airport.” SECTION i:"The [airport] sponsor may prohibit or limit any given type, kind or class of aeronautical use of the airport if such action is necessary for the safe operation of the airport or necessary to serve the civil aviation needs of the public." (Note: the FAA must approve any such limitations proposed by an airport sponsor). 8
King County Decision • Two competing proposals - Southwest Airlines - Alaska Airlines • Noise and traffic impacts (combined proposals) • Public investment (combined proposals) • Insufficient space to accommodate both • Would not choose one airline over the other 9
Status of Airport Capacity • Terminal expansion (2004-5) • Third runway (2009) • Sea-Tac Capacity: 550,000 flights / 45 million PAX • Comprehensive Development Plan: Sea-Tac may reach capacity by 2021 • Statewide capacity study underway 10
