  4. Legislative History • 2001 - HB 1017 • 2002 - HB 1796 • 2003 - HB 520 • 2004 - SB 1127 • 2005 - HB 556 • 2006 - HB 1150 –Voted down in committee • 2006 - SB 664 – Died in committee • 2007 & 2008 – No bills filed • 2009 – 2 Senate Bills filed – Success at Last! Died in Committee

  5. What Went Wrong? • Legislation Filed without Consensus Building • Committee Chair Against Compact • Association Lobbied Heavily Against • Sensationalized Myths

  6. 2007 – Strategic Shift • No legislation filed in 2007 & 2008 • Worked on relationship building • Demystified Myths • Employers advocated for compact

  7. 2009 – The Stars Aligned • Two Senate Bills Filed • On behalf of an employer, not Board of Nursing • Reached agreement with association • No opposition testimony in hearings • Employer testimony focused on cost to do business in Missouri • New legislative leadership

Tips from Missouri • Break the Bill Down – keep it simple • Get a powerful sponsor • Get bill heard early • Lobbyist • Grass Roots Support • Educate Early • Face-to-Face Meetings are Better • Build solid relationships with nursing groups (not just on the compact). Trust is key. • Build relationships with lobbyists and legislators.
