Things to Consider • Risk comes from being present NOT from the monitors designation • FRM, FEM,ARM, SPM • Are you willing to ask the question if you don’t want to know the answer? • Much of the decision is not technical • Important to explain the uncertainties to policy decision makers • Many flexibilities exist to avoid problems of NAAQS consequence
Things to Consider • Ultimately it is a fiscal decision • Run daily FRM’s
FEM’s • It is great to see Vendors working towards FEM designation • Use caution in making quick procurement decisions • Carefully understand service , support and quality of manufacturing • Your first experience will set the tone for the next 5-7 years
Current state of Service and Support from Vendors • Serious Issue • No one is consistently meeting expectations • Capital costs are similar • Data quality is similar • Service and support is the tie breaker
ARM Process • Intended to provide flexibility and choice to air agencies • Growing pains • Collecting data for precision • VSCC Issue • ORD/OAQPS collaborations • Results should enhance work your already doing.
