  1. Accreditation of Testing and Calibration Activity in a Romanian HV and HP Laboratory Center Andrei MARINESCU Research, Development and Testing National Institute for Electrical Engineering Calea Bucureşti 144, CRAIOVA 200515, ROMANIA, www.icmet.ro

  2. Research, Development and Testing National Institute for Electrical Engineering Calea Bucureşti 144, CRAIOVA 200515, ROMANIA, www.icmet.ro Short history • ICMETLaboratories Department (HV & HP) was built within 1968-1974, extended in 1978 and 1981 as part of CIMAE (Electrotechnical Industrial Group) based in Craiova at ELECTROPUTERE. • Essential contribution for the implementation of 220 and 400 kV insulation classes in Romania • Registered in 1982 at OMPI Geneva (World Intellectual Property Organization) • From 1990: Independent government-owned Research, Development & Testing National Institute for Electrical Engineering (self-financed) under aegis of Economy and Commerce Ministry

  4. A real revolution in the conception of MV & HV equipment: new basic materials, design concepts, standards, functions (metering, data transmission, monitoring - SCADA), life duration strategy What has the lastdecade brought? High development expenses: about 25% used forperformance evaluation – development, type & endurance tests, components quality certification– in the own laboratoriesand/or in independent accredited laboratories Consequence New test techniques, new measuring and testing equipment, introducing calibration laboratories, European & worldwide interlaboratory comparisons), all of them when the testing activitybecomes a business aimed at meeting client requirements Changes inTesting Concept Assurance of long term confidence in the tested products quality - through its equidistant position to the manufacturer and to the client- through the use of the most advanced testing/measuring techniques Result An Accredited Testing Center Today

  5. Research, Development and Testing National Institute for Electrical Engineering Calea Bucureşti 144, CRAIOVA 200515, ROMANIA, www.icmet.ro Scope of Development • Stabilization of the Romanian Electrical Engineering Industry(this uses almost 20% of the entire Romanian labour force) • Improvement of Romanian electrical equipment quality • Increase of reliability in SEN (National Power System) with major implication in East-West energy transfer • Infrastructure assurance for the European Integration of theRomanian Economy • Assurance of testing services in the regulated EU fields Safety & EMC • Growth of competition capacity on the market of testing services at Regional and International level, representing today over 70% of the turn-over for Labs Department

  6. - introducing digital measuring methods - drastic reduction of the measurement uncertainties - creating RMSs (Reference Measuring Systems) with traceability to a recognized standard • HP Safety Tests for Arresters and Instrument Transformers • MV & HV AC/DC Cable Testing • Transient Overvoltage Measurement in Power Grid • On-site Diagnosis for Electric Power Equipment • Development of Monitoring Systems for Power Transformers Research, Development and Testing National Institute for Electrical Engineering Calea Bucureşti 144, CRAIOVA 200515, ROMANIA, www.icmet.ro Methods • National accreditation and international recognition of the certificates and test reports • Setting up, beginning with 1999, of a product conformity certification body – ICMET CERT • Development of the own research activities and development of international contacts • Radical modernization of the measuring systems by: • Extension with new fields of activity: • Accredited Calibration Laboratories • AccreditedEMC & Safety TestingLaboratories
