  5. Overview In 2011-2012 approximately 5% of the Change Fund was targeted directly at enhancing carer support. From 2012-2013 this will increase to 20% Good Practice ExamplesThere are many good examples of models of support which are critical in supporting carers in their caring role Strong Evidence BaseThere is also a strong evidence base that these preventative, often inexpensive interventions, produce substantial cost savings Co-ProductionCarers have been recognised as ‘equal partners in care’ It is essential that carers and representatives from local carer organisations are involved in the development of local Change Plans

Evidence Base – NCO Briefing Paper Highlighting evidence on the effectiveness of preventative carer support and the potential for cost savings and social return on investment Providing a link to action points within ‘Caring Together’ The Carers Strategy for Scotland (2010 to 2015) to ensure developments contribute to the overall vision for carer support and recognition Providing a resource in relation to the development of quality carer support services with an emphasis on positive outcomes for carers. Including: Short Breaks Carer Training Carer Identification, Information, Advice and Advocacy Emotional Support and Counselling Telecare, Equipment and Adaptations

Enhancing Carer Support through the Change Fund: Short Breaks Best Practice Example: Short Break Voucher Scheme, Short Break Bureau Carers Strategy Action Points: 13.3 For the duration of this strategy, the Scottish Government will undertake to strengthen the NHS role as a strategic partner in supporting the provision of respite care. Evidence Base:The Social  & Economic Value of Short Breaks, NEF Consulting for Action for Children and the Every Disabled Child Matters Campaign, December 2009This report aims to explore the social and economic value created by effective local delivery of short breaks for disabled children and their carers.

  8. Best Practice Check List: Carers and The Change Fund Has the Change Plan been co-produced with carers /and or/local carer organisations? Does the Change Plan clearly outline what resources will be directed towards carer support? Do the developments in relation to carer support promote a personalised, preventative approach to service provision? Can the developments demonstrate that they will support carers in their caring role, thereby reducing the need for more costly interventions at a later date? Do the developments involve a partnership approach with voluntary sector partners, such as local carer organisations? Have at least 20% of the overall resources been directed to supporting carers in their caring role.
