  5. Plan Submission Submission Procedure • Developer/QPs applies to CBPU and obtains clearance on the use of industrial land • QPs apply for SIP/DIP • QPs submission for DC/BP, • Specialist consultants to carry out QRA/PCS and submit DPs on PCE

Industrial Allocation • Application for approval of location and type of industrial development • Sited in designated industrial estates and compatible with the surrounding land use • Siting requirements for industries and pollution control requirements are contained in the Code of Practice on Pollution Control

  7. Industrial Allocation • To facilitate evaluation, prospective industrialists shall complete the IA application form available online in CBPU’s Industrial Allocation System (IAS) at website address http://ias.nea.gov.sg/PublicApplicant/Homepage.aspx

  8. Application for Sewerage and Drainage Information • QPs apply for sewerage and drainage information related to their development site • Sewerage Interpretation Plan (SIP) indicates the location and alignments of public sewers • Drainage Interpretation Plan (DIP) indicates drainage reserves or land safeguarded for future drainage schemes • Minimum Platform Level (MPL) • Building Height Constraint, Health & Safety buffer, MRT setback, noise contour for airbase, nuisance buffer from industries etc.

Development Control CBPU check building plan layout for compliance with the following: • Adequate setbacks between MRT above ground and residential buildings • Do not encroach into public sewers/pumping mains/drainage reserves/common drain • MPL, nuisance/H&S buffer, building height constraint etc.

Building Plans and Detailed Plans • QP shall prepare building plans (BPs) on PC and EH and details plans (DPs) on Sewerage and Drainage in compliance with NEA’s and PUB’s Codes of Practice • BP on EH and DPs on SEW/DRA are registered without checking based on QP declaration • CBPU checks BP plans on pollution control because of health & safety impact by industries

Application for TOP Upon completion of building works on sewerage/sanitary system and/or pollution control equipment/measures • QP submit TOP application to CBPU with the necessary certificate of completion and inspection • CBPU conduct inspection on PC equipment/measures for compliance. • CBPU issue TOP clearance after ensuring compliance of building works with approve BP and DP

  12. Application for CSC • TOP requirements are met • Certificate of Supervision/Completion on related building works for EH matter/and surface water drainage system has been submitted to CBPU • CBPU issue CSC clearance after ensuring building works compliance with approve BP and DP

Pre-consultation Sessions for QPs • QPs may walk in to consult CBPU on the preparation of building plans for clarification/waiver of technical requirement/procedure from Monday to Friday morning (9 am to 12 noon) • Besides the pre-consultation sessions, QPs can also contact CBPU officers via telephone/email for consultation. • The contact number, email of CBPU officers are available at website address http://app.nea.gov.sg/cms/htdocs/article.asp?pid=383

  28. Common Mistakes BP Submission – DP on PCE • Fail to submit technical details of the trade effluent treatment plant, air pollution control equipment, fuel burning equipment and its chimney/exhaust stack for approval before installation

Common Issues Raised Water Pollution Control – Chemical/Oil Storage Tank • Secondary containment facilities shall be provided to contain accidental release of the entire content of the largest storage tank • Contaminated rainwater from unsheltered containment facilities shall be collected and treated before discharge into the watercourse

Water Pollution Control Discharge Limits for public sewer/watercourse • Trade effluent shall be treated to the allowable limits before discharge into a public sewer or watercourse(where public sewers are not availabe). • Trade effluent containing Biochemical Oxygen Demand (BOD) and Total Suspended Solids (TSS) exceeding the allowable limits may be discharged into a public sewer subject to payment of trade effluent fees

Common Issues RaisedAir Pollution Control – General requirement • Developments which can generate air impurities, are required to install, operate and maintain air pollution control equipment designed to comply with the allowable emission standards • For air impurities with no prescribed emission standards, best practical means shall be adopted to minimize air pollution. • Exhaust gases from the pollution control equipment shall be emitted into the atmosphere through an appropriately designed discharge stack to ensure safe dispersion.

  35. Common Issues Raised Air Pollution Control – Technical Requirement • Fuel burning equipment shall be efficiently operated and maintained. The fuel burning equipment shall use fuel cleared by PCD • A chimney of an approved height shall be provided for the safe dispersion of flue gases from fuel burning equipment • Sampling ports shall be provided for manual installation of portable sampling equipment. The ports shall be installed such that they are accessible.
