Purposes of the Constitution “ We the People of the United States, in Order to form a more perfect Union, establish Justice, insure domestic Tranquility, provide for the common defence, promote the general Welfare, and secure the Blessings of Liberty to ourselves and our Posterity, do ordain and establish this Constitution for the United States of America. “
LIMITING POWER: • Separation of Powers: • Divide the power between 3 branches. • Checks and Balances: • Have each branch keep an eye on the other 2. • This keeps any branch from becoming too powerful. • Federalism: • Don’t let the federal government have all the power. Split the power with the states.

What was the argument about? • The main concern of the Anti-Federalists was that the new government threatened individual rights. • The Federalists promised to amend the Constitution with a Bill of Rights after ratification.
Ratification • The Constitution had to be ratified by 9 out of the 13 states to take effect. • The first state to ratify it was Delaware. • New York was the 11th state to ratify it. (1788) • The Constitution became the Supreme Law of the Land.
