Fight to Ratify • Federalist support in Delaware, Penn, NJ, CT, GA • MA – largely Antifederalist • Promised to add Bill of Rights • 1788 – SC & NH ratify • Still wanted VA & NY to ratify • VA agreed after Bill of Rights promised
New York • Jay & Hamilton delayed vote • News of NH & VA votes means Constitution now law • Weird position if they voted no • Passed with 30-27 vote
Last Two • NC – ratified after Bill of Rights • RI – waited almost 2 years
Nervous Times • Many worried new govt. would not work • Others were confident b/c George Washington picked as 1st President
