FY09 Network Research – Awards expected in the following areas: Multi-layer, multi-domain network provisioning Site/campus network and applications provisioning Hybrid networks traffic engineering and control Virtual network performance monitoring and measurement center Networking Research & Development Multi-layer, multi-domain, end-to-end hybrid optical networking E2E multi-layer, multi-domain, network performance monitoring & fault diagnosis Host and application provisioning and monitoring Middleware and Grid Research & Development SciDAC mid-term reviews completed (OSG, ESG, CEDPS) Strategic planning for SciDAC-3 Scale middleware to align with exascale computing Other R&D Announcements ECPI (Early Career Principal Investigators) for University and National Laboratories Mathematics for Petascale Data Joint Mathematics and Computer Science Institute Experimental Program to Stimulate Competitive Research (DOE-EPSCoR) Next-Generation Networking Program Update

Applied Programs: SBIR/STTR Small Business Innovation Research (SBIR) 2.5% Congressional set aside of R&D federal budget DOE SBIR – Annual Solicitation by December of each Year Small business/Lab & University partnership (70/30 budget split) Small Business Technology Transfer (STTR) 2.5% Congressional set aside of R&D federal budget DOE SBIR – Annual Solicitation by December of each Year Small business/Lab & University partnership (70/30 budget split) SBIR/STTR Program Features Small businesses compete for research grants/contracts in response to technical topics in annual solicitations from 11 Federal agencies. Small businesses retain rights to technology, go on to commercialize products/services. SBIR, STTR very similar except in STTR the small business must collaborate with a non-profit Research Institution. Over $2 billion available annually, government wide; over $100 million at the DOE.

SBIR a Three-Phase Program Phase I: Feasibility of Idea 9 month duration, up to $100,000 each Odds of winning: approximately 5-to-1 Phase II: Principal R&D Effort 2 years, up to $750,000 (to $1M) each Odds of winning: 2.5-to-1 Only DOE Phase I awardees may apply Phase III: Commercialization Private sector funding Gov’t can continue R&D, but no SBIR/STTR funds

  7. ASCR Technical Approach for SBIR 2010 Call (Sept 2009) ASCR future SBIR focus will be technology-centric, not science-centric. Engage people with entrepreneurial and venture capital experience in all stages Engage Lab personnel to assist with writing topic descriptions, identify reviewers, and assist with commercialization.   8. Advantages and PotentialSBIR & DOE Facilities Collaboration Enhanced credibility may increase chances of winning. Opportunity for proposal review before submission. Opportunity for research ideas to originate in the research institution. At some research institutions, the researcher can take a leave of absence to work on an SBIR/STTR project.
