RULES COMMITTEE – MAY 2014 Review of selected 2013 rules changes: • Rule 2-7.9 - 10-second backcourt count • No visible count • Shot clock starts on first legal touch inbounds • Rule 9-17.3.c – Goaltending • Ball that touches backboard with any part above rim is considered on downward flight • Rule 10-1.14.c – Swinging of elbow fouls • Illegal contact above shoulders is not automatic F1 • Can be common foul OFFICIATING CLINICS NCAA Playing Rules and Officiating

Exception to requirements to establish initial legal guarding position 3. Must establish legal guarding position before player with ball leaves floor 4. Upward motion of arms no longer a determining factor 5.
