Criteria • Regional: Danube region (european) • GMO free • Pesticide regulation • No negative land use change • Labour and social rights regulation + external control
1. The Danube Region Split countries: GER: Bayern, Baden Wurttemberg ITA: Trentino Alto Adige, Friuli Venezia Giulia, Veneto, Emilia-Romana, Lombardia, Piemont, Vallee d’Aoste POL: Dolnoslaskie, Opolskie, Slaskie, Swietokrzyskie, Podkarpackie, Malopolske UKR: Uschgorod, Tschernowzy, Winniza, Odessa, Lwow, Ternopol, Chmelnizkij, Iwano-Frankovsm
2. GMO free Legal Basis: • Austrian GMO free regulation (Codex + controll guidelines) • German GMO free regulation + external controll
3. Pesticides • EU legislation obligatory • Stakeholder discussion (starting 2013) to develop best practise and possible reduction programmes until 2015 • monitoring
4. Land use change Only land that is dedicated for agricultural use since 1.1.2008 no negative land use change
5. Labour and Social Rights • EU legislation and • ILO conventions obligatory
3 Levels of Control • Quality management and control systems of economic operators • External control through authorised control bodies (lot based certification) • Risk based system control by Danube Soya association (10 % of licensed soya quantity)
Categories of Risk • Class Zero: No planting of GMOs allowed and ‚whole‘ country • Class 1: No planting of GMOs allowed, but split country (I, GER, PL, UA) • Class 2: Countries with possible GMO plantation, but no GM-Soya approval • Class 3: Countries with also GMO-Soya planting approval (or legally unclear situation)
Farmer‘s Declaration Obligatory for all Danube Soya Farmers: • No growing of GMOs • Compliance with EU pesticide legislation • Only use land that is dedicated for agricultural use since 1.1.2008 • Compliance with EU law and ILO conventions regarding social and labour rights • Agreement with external and risk based controls
Contract cultivation Obligatory only in countries of risk class 3 (risk of possible GM soya cultivation) and for soya used for food production directly
