Mission Statement The Responsible Payers Program is an intensive case management program designed to address barriers to making regular child support payments through connections to resources and self-sufficiency supports.
Program Goals • #1 – Increase the number of families receiving regular support payments • #2 – Help Non-Custodial Parents access self-sufficiency supports • #3 – Help Non-Custodial Parents achieve a higher level of financial stability • #4 – Work parallel with the courts to support Non-Custodial Parents in complying with their court order.

Acceptance Criteria • Unemployed • Homeless • Disabled (receiving Disability or Applied for benefits) • Receiving public assistance (TANF, Medicaid, Food Stamps, etc…) • Undereducated (No High School Diploma or GED) • Currently paying less than 50% of their monthly obligation • No payments for 3 consecutive months • 2 or more previous contempt proceedings • Multiple Child Support Cases
Sanctions • A verbal or written warning • An order to write an essay on barriers to payment, my strengths, goals, etc. • An increase in the number of my weekly meetings with the RPP case specialist • An increase in my volunteer hours • An increase in attendance at court hearings • A sentence to work crew • A sentence to the Boulder County Jail . • A sentence to electronic home monitoring. • The imposition of a fine
Termination Criteria • Failure to attend court (for reasons other than those beyond my control) • Failure to meet weekly with my RPP case specialist • Failure to provide requested documentation • Failure to complete required volunteer service hours • Failure to make a good faith effort to pay child support • Failure to make a good faith effort to follow through with RPP programs and resources • Demonstrated or expressed unwillingness to abide by RPP program rules • Failure to progress through the program in a reasonable period of time
