  2. VACC objectives: • What do cyclists want? • How to achieve it? • How should the joint committee function? • Key choice to make: • Go for major improvements or get critical issues addressed without lane width changes and subsequently seek major improvements

  3. Latest MOTI review focused on the routes to and from the IWMB

  4. Skeena tunnel is the closest highway crossing at the south end

Critical assumptions made by CH2MHILL about counter-flow bicycle traffic: • Were not well researched nor tested • Are in dispute • Outcomes in the report findings: • Proposed solutions are complex • Solutions are out of the control of MOTI • Result = nothing can be done quickly so the report is shelved yet acts as an excuse to let the problem lie and neglect the existing facilities • Who cares? What if this report did not exist? • A response to it serves many purposes for the VACC joint committee but it may not be the only approach.

The rider’s picture (doing it the correct way): • Try it for yourself • Take a map! • The stats • Differences in travel times • Differences in perceived efforts • Differences in convenience and safety • Key issues for getting riders to use the correct bridge lanes: • Skeena tunnel • Switchback

Results • Represent the community view • Use this to challenge MOTI and start a purposeful dialogue • If we do not accept and support this approach, the CH2MHILL report may act as a barrier to engaging the MOTI on solutions which can be implemented quickly • What is needed for more riders to choose the correct bridge lanes • Improve Skeena tunnel • Improve switchback • Improve other nearby facilities • Will this improve the usability of the bridge overall and make it more accessible to all riders? • Potential boost to rider volumes

  9. Recent activity • MOTI installed a new safety railing at the north end of the east lane – the first improvement made to IWMB cycling facilities in several years • This indicates a willingness to listen, respond and spend funds now • No consultation with VACC on solution • VACC needs to act!

Action points for VACC • Key choice to make: • Go for major improvements or get critical issues addressed without lane width changes and subsequently seek major improvements • Request full unabridged CH2MHILL report from MOTI • Ride the route including the Skeena tunnel for both approaches and note your impressions • SB start SW end of west lane @ top of switchbacks and ride to the Cassiar connector • NB start on Skeena near bottom of switchbacks and ride to SE end of east lane) • Prepare discussion document responding to report which acts as a focal point • Get VACC position agreed • Contact MOTI
