OEA’s Mission Statement The Office of Economic Adjustment (OEA), in coordination with other resources of the Federal Government, will assist states and communities to: • Plan and carry out local adjustment strategies; • Engage the private sector in order to plan and undertake community economic development and base redevelopment; and • Work with the Military Departments in support of DoD’s missions.

  4. OEA Resources • Provides technical and financial assistance • Coordinated by OEA Project Manager • Technical assistance – Publications, Project Manager expertise, etc • Financial assistance – Grant program for communities with demonstrated need • Eligible applicants: Entities of State or Local Govt • Coordinates President’s Economic Adjustment Committee (EAC) • OEA Publication Coordinated Federal Assistance for BRAC Communities

  5. Identifying Community Needs • Assess community needs and impacts • Assess needs to determine what can and cannot be addressed locally • Evaluate local and state community planning requirements and processes

  6. ORGANIZE PLAN IMPLEMENT Continuous Dialogue and Sharing of Information Planning Process Model

Downsizing / BRAC • Support to Local Redevelopment Authorities (LRA) for reuse planning and early implementation, including: • Redevelopment plans and homeless submissions • Operational and business plans • Infrastructure analysis • Economic Development Conveyance applications • Example: PFC Joe E. Mann U.S. Army Reserve Center, Spokane • Outreach • Market / Feasibility Study • Reuse Plan – Education PBC

Growth • Assist communities to respond to BRAC / GTA / IGPBS / Transformation growth • Organizational support for single entity to work in partnership with each installation • Prepare Growth Management Plans • Example: Joint Base Lewis-McChord • Grants to City of Lakewood as local sponsor / facilitator • I-5 Transportation Analysis and Operational Traffic Model • Growth Coordination Plan • http://www.jblm-growth.org

Compatible Use • Joint Land Use Study (JLUS) • Cooperative land use planning effort between a military installation and the surrounding community • Promotes community growth and development that is compatible with an installation’s training and operational missions • Example: Fairchild Air Force Base, WA • Local Sponsor: Spokane County • JLUS Completed September 2009 • 59 recommendations across 17 categories from Communications to Land / Development Rights Acquisition
