Rising Costs of Street Lighting • Accelerating energy costs • Neighborhood expansion • New subdivisions • Rising cost of maintenance • Replacement of older lights City Of Sandy Street Lighting Costs Estimates for 2010: almost 50% of local gas tax Significant impact on the road fund
Cost Reduction Strategies Conversion of streetlights from Option A to B, and possibly to C or to metered services Reduce power costs through more efficient lamps that use newer technologies, such as LED Implement a smart-lighting system with better management of light levels, from a complete dark-out of neighborhoods at night to increased lighting in particular areas Start using solar panels as a source of energy for streetlights
Project Objectives To identify which strategy, or combination of strategies, will maximize the net annual savings to the city’s street fund. To assess whether there are potential benefits to these strategies that go beyond simple budget savings, and whether the city should pursue them if there are no cost savings, or even if they mean cost increases.
Project Methods • Literature review and analysis of previous research studies • Cost benefit analyses of all strategies • Survey of Sandy residents • Analyses of non-financial factors: • Green environment and carbon footprint • Light pollution and its impact on health • Citizen acceptance of new lights and dark-out concept • Analysis of interdependencies of different strategies
Solar Street Lights Feasibility Not a realistic option due to ROI of significantly longer than 50 years
Project Conclusion • Recommendations reviewed with Sandy management team: • Combination of strategies • Immediate option conversion for older streetlights; EOL option conversion for other lights • LED pilot with PGE; install new lights as metered LED • Smart-lighting pilot to include new streetlights • “Street Lighting Efficiency” taskforce • Re-evaluate alternative power sources regularly • Presentation to the Sandy City Council on June 21, 2010
Project Reflections The project directly related to many EMPA courses and gave me an opportunity to apply learned knowledge and skills The Capstone Project is the culminating point in my EMPA studies, which prepared me for future leadership roles in the public administration The Capstone project created a bridge from the theoretical studies to their practical application
