Project Specification Project Title • Initiation of Tomsk Cluster of Education Development Project Contents Creating a self-developing system of highly related activities of educational, research and business kind on the territory of Tomsk Oblast to enhance their (territory and activity’s) capitalization. Creating such a system is based on installation of a synchronization mechanism of industrial, educational, innovative and regional policies. The realization potential of the cluster to be is related to the area of priority trends of research, technique and technology development in Russia research development. Project Objective Development and implementation of the model «City-laboratory for launching world class education» oriented to production, implementation and dissemination outside the region new educational concepts, standards and technologies meeting the challenge of the time and intended to solve the problems of importance for the country in the sphere of new industrialization and human resources’ development. Project Specification • Ddirection«Open education» • to develop organizational, normative legal, financial and administrative mechanisms of realization of the Open education area model; • to create mechanisms of forming new modular (mobile) education programs; • to work through models of developing education of different types (engineering, business, research, medical, pedagogical, management, etc.) with the view of building competence chains in the system of life long learning; • to take an inventory and assess the potential of education resources (author programs, practices and study visits, educational events, grant programs, contests, etc.); • to make net education programs within the system создать в системе general education oriented to development of basic abilities (mathematical, linguistic, engineering, natural scientific); • to make a system of identification and support for individual educational trajectories of talented children; • to develop a program of re-engineering schools, institutions of secondary vocational education and universities making up Tomsk cluster of education development; • to develop a system of academic mobility inside the cluster; • to build modern cluster infrastructure including : • Centres for completing of competence growth (project, business, R&D, communication, management, etc.); • Interuniversity tuition centre (educational logistics); • Centre for standardization and certification of education programs; • Centre for certification of qualifications and competences; • Institute of education foresight and long term forecasting; • Institute of prospective technologies of education modernization; • other. • to produce a portal and social network to solve the problem of providing educational services of Tomsk cluster on the global market (to implement a large-scale international project «Electronic University»); • to build «innovative lift» for organizations dealing with implementing new education products and services (to organize a consistent systemic support at every stage of innovative growth). Project Specification • Direction «Market capitalization of competences» • to create mechanisms of forming stable cooperation networks within the frameworks of a basic scheme: «education – research – R&D – innovative small and medium business– big business»; • to make chains of added-on competences: «production of ideas– research– production of laboratory samples – practicing on testing sites– large scale implementation»; • to develop a number of efficient programs aimed at training business competences; • to create within the cluster's system the infrastructure of HR departments (Career Centres) of large Russian and foreign corporations; • to train teams and experts for new growing markets (markets of high added value); • to build for start-up (near) university companies «innovative lift», providing support at every stage of innovative growth (for example, to build an analog of All-Russia lift:RVC, Skolkovo, Rosnano, RDIF); • to create a network of engineering centres(to fill in the gap between small companies and large industry); • to modernize business incubators’ activity by involving then into international networks; and complete this network with technological incubators; • to negotiate and attract large companies’ R&D centres to the cluster; • to make youth innovative business environment intended to form motivation and skills for innovative business activity of talented youth. Project Specification Project objectives • Direction «Education export and selective naturaization» • to develop a system of accreditation of Tomsk universities’ education programs according to international standards and international certification of specialists; • to create a system of Tomsk education programs and projects’ promotion on the international market; • to enhance the system of teaching Russian as a second language; • to create multilingual environment inside the cluster; • to create a system of adaptation and integration for foreign students, researches and lecturers; • to make a system of support for international academic mobility; • to develop distance learning oriented to international standards and Tomsk cluster global positioning; • to implement a program of selection and naturalization of the most talented foreign students and researchers (crash naturalization program, home mortgage interest rate subsidies, etc.); • to develop and implement the program of Tomsk universities’ consortium positioning on the global education market. 5 Direction «Young Professionals»
Project Specification Project Objectives • Direction«Cognitive campus-town environment» • to form in the town informative creative and cognitive environment of a «town-laboratory» capable of producing new standards, products and services in all spheres of life; • to develop and implement a program and general layout of Tomsk development oriented to high living standards; • to complete innovative, financial, transport and social infrastructure forming the unique educational and innovative-business town environment; • to implement new approaches to creating the conditions for students’ living including development of mechanisms, models and principles of realization of students’ campus building projects under public private partnership funded at federal and regional levels; • to provide constant growth of investment attractiveness of the region (town); • to continue developing Special Economic Zone of technical and implementation type (including infrastructure building), industrial parks in the area of Tomsk cluster development; • to build infrastructure for break-through education projects of federal and international level («Fowardness Centre», «Skolkovo school», «Oil-gas Training Centre for Siberia and Far East», «Siberian School for Innovative Business», etc.); • to lay the basis for «clever town» infrastructure (in particular, to provide access to the Internet at any place of the campus-town environment, to build intellectual system of citizens’ life support, etc.); • to implement an open virtual campus-town environment management system; • to modernize Tomsk airport and roads to make the cluster accessible; • to finish building transport corridors to ensure connection between all the elements of cluster infrastructure. Project Specification An education development cluster is a special one, whose basic process is production and implementation of new concepts, standards and techniques in education sphere. This cluster is to ensure transition to a new technological platform which will provide the industrial and social lifestyle with new human resources. The declared project indicates that Tomsk Oblast, the city of Tomsk, research-educational and innovative-business communities claim to form a zone of advanced education development with further transition of the results on the Russian education system. The planned new education is intended to provide the coming third industrialization with personnel. In Tomsk Oblast education establishment s for the last several years a lot of new programs and education forms have been developed, network models of interaction between organizations have been worked out . However, a development chain (production of ideas– research– production of laboratory samples – practicing on testing sites– large scale implementation) reaches testing sites at best. Mechanisms of technologization and ranging have not worked out yet. Tomsk cluster project will make it possible to create complete competence chains from ideas production to services and products’ implementation. Tomsk has virtually all the elements of innovative infrastructure. However, it is still difficult to make a quality transition to technological lifestyle as well as build an education system meeting modern demands of mobility, multidisciplinary approach and convergency, to go to global markets of education export. Corresponding to a sectoral logic, to the logic of existing scientific disciplines of the previous stage of development modern education and science possess a strong inertness to necessary changes. In this connection one can not expect quick changes. Education social organization structure interferes with forming stable cooperation networks in both education system proper (between different stages and subjects) and the networks «science – educationе – innovative small and medium business– big business». Planning stable cluster connections, reengineering existing processes and creating missing elements of the cluster will enhance region capitalization to a great extent. The education sphere, planned in the cluster, should be intended to form new knowledge and competences life long, which will enable people to think, act and create in changing and technologically complicated world at any stage of constantly rising life expectancy. Developing a modern model of continuing learning (life long learning) in the ideology of Open education environment will help to meet the challenge. Project Assessment • The model of Innovation Development Territory has been realizing in Tomsk Oblast for decades of years. • According to the number of students per capita Tomsk Oblast traditionally is in the top-3 in Russia; every fifth citizen is a student. About 85 thousand students (among 500 thousand Tomsk citizens) study at Tomsk universities and 12 representatives of higher educational establishments of other cities. Every year about15,7 thousand specialists including those trained in areas of SEZ specialization graduate from Tomsk universities. • Tomsk universities are traditionally city-forming organizations, and they may be regarded as leaders of Russian higher education. • Universities have started developing world-standard programs meeting world market demands. • Tomsk universities take leadership position in training foreign students in Siberian Federal District. Tomsk Polytechnic University is among Russian universities-leaders (7 rank) on total number of foreign students, trainees, PG and doctoral students, preparatory training students in 2008/2009 and 2009/2010 academic year (full-time training). TSU takes14 rank, ТУСУР - 41. • In 2011 Tomsk became the second region of Open university «Skolkovo» presence. • At the end of 2011 the agreement on establishing Association of noncommercial organizations «Tomsk consortium of research and research-educational organizations» was signed. • Since 1996 the conception of Open educational environment and technologies of tuition have been developed in Tomsk. In 2000 Tomsk became a pilot site of the Megaproject «Education Development in Russia» under the direction «Forming mechanisms forOpen educational environment in the region» (Institute «Open Society», Soros Fund) • Being a part of innovative infrastructure of education system, Tomsk hosted three Federal Innovative Platforms of Ministry for Education and Research of Russian Federation. • The project of international education complex for children aged “Skolkovo School in Tomsk" • Total amount of regional budget funding to develop the regional innovative system has increased for the last 5 years 4,5 times and exceeded the sum of 1,4 billion rubles in 2010, Federal budget and private investments taken into account — more than 10 billion rubles. • There are more than 400 innovative organizations in the region, «an innovative belt» of research-consuming companies is being formed at Tomsk universities and research institutes. • Innovative production amount in 2011 in comparison with 2010 increased in 52% and was16,3 billion rubles. Research-consuming production cost is а 35,8 billion rubles. Experts consider Tomsk Oblast to be more ready for innovative breakthrough than other Russian regions . • A Special Economic Zone of R&D type is developing in Tomsk. The most prospective, from the point of view of research, industrial and personnel potential for development on the territory of Tomsk Implementation Zone, directions important for Russia and world economy are: information-communicational and electronic technologies; new materials and nanotechnologies; biotechnologies and medical technologies. • Application to development of Tomsk cluster «Pharmacy, medical equipment and information technologies», among14 innovative clusters in Russia’s regions, was supported by working party under government committee for technologies and innovations. Project Scaling Target Audience Characteristics The number of people involved into Tomsk research-educational and innovative-industrial complex is about 150 thousand people. According to the results of the first stage of the project realization the number of participants of competence networks will exceed 1 mln. people. On realizing the second project stage (large scale multiplication of the model in regions-participants of Association of Russian innovation regions is planned) the number of competence networks beneficiaries will form critical mass fro realization of the announced program of creating 25 million hi-tech working places.
