Code Chapter on BSE • Terrestrial Animal Health Standards Code • BSE Code Chapter since 1992 • Current version: the 14th edition (2005) of the Code • Recommended health measures for trading in animals and animal products commensurate with the risk and how that risk is managed
Code Chapter on BSE • Since 1999 the Code Chapter on BSE has been updated yearly to reflect the latest known science and understanding about the disease agent • Epidemiology • Testing procedures • Surveillance • Risk Management • Safe Commodities
Code Chapter on BSE – Safe Commodity List • Regardless of BSE status, the following commodities should be traded without restriction: • Milk and milk products • Semen and in vivo derived embryos (IETS) • Protein free tallow (0.15% max impurities) • Dicalcium phosphate • Hides and skins • Gelatin and collagen (made from hides and skins) • In 2005 added: • Boneless skeletal muscle • Blood and blood products
OIE Updates for 2005 – BSE Chapter • BSE Code Chapter changes • Safe product list – de-boned skeletal muscle • Excluding mechanically separate meat • Cattle 30 months of age or less** • Ante- and post mortem inspection • Stunning process – no compressed air/gas into the cranial cavity, or pithing • Not suspect or confirmed cases of BSE • Avoid contamination with SRMs
Other Commodities: • Import conditions required should be based on the risk status of the cattle population of the exporting country and the management of identified risk factors in that exporting country
BSE Code Chapter changes - 2005 • Three category system • Negligible risk • Controlled risk • Undetermined risk • Move away from country classification based on prevalence to a commodity risk-based approach • Focus on how disease is managed instead of how much you have*

Code Chapter on BSE So… • BSE determination depends on described criteria • Import conditions depend on BSE determination and how any identified risk factors are managed
Code Chapter on BSE • Ruminant derived Meat and Bone Meal (MBM) or commodities containing such products from countries that are of “controlled” or “undetermined” BSE risk should not be traded between countries.
Other commodities • SRMs • Tonsils and distal ileum from cattle of any age • Do not trade in these commodities or products made from these (feed, fertilizers, cosmetics) if country is in controlled or undetermined risk category • Brains, eyes, spinal cord, vertebral column, skull from cattle over 30 months of age • Do not trade in these commodities or products made from these if country is in controlled risk category • Brains, eyes, spinal cord, vertebral column, skull from cattle over 12 months of age • Do not trade in these commodities or products made from these if country is in undetermined risk category
Other commodities • Live Cattle • No changes made to the chapter • Conditions for export dependent on risk status of the exporting country • Controlled risk • Country complies with the conditions as a country of controlled risk • Cattle for export have a permanent ID to be able to trace them back to herd of origin • If there was an indigenous case, the cattle for export were born after the implementation of the feed ban
