  3. Knowledge management: a new goal Disseminate the new Knowledges performed during research activities and make them closer to market and citizens. The challenge in this situation is double. • On one hand public universities have seen their budget from the State cut down during last years, on the other hand their request to be much more productive has became the focus of public opinion and numbers of stakeholders. • What happened in few words is doing more with less resources.

Evolution of the Budget (2001-2007) • revenue side: strong reduction of state funding and increasing other funding (public and private); • expenditure side: an increase in personnel expenses and costs of interventions for students, reduction in operating expenditure, increase in other expenses (Taxation and financing).

The spin-off companies in Italy • in Italy is a recent phenomenon and growing rapidly 85% of 873 spin-off now detected and working in the country was formed during the past 9 years. • In particular, in 2009 have been set up 75 units (equivalent to 8, 6% of total spin-off companies to date identified in this country).

The results of these activities belong to the companies themselves. • The 2nd one is defining and developing high education programs together with companies and institutions. • The 3rd one is that the universities became industry themselves by the creation of spin off companies. • For each of these points we can have a look at practical examples

  36. Doctoral Programs • Doctorate degree courses can be carried out in association with other Universities in Italy or abroad. The doctorate course requires developing an autonomous research project under the guidance of a supervisor. Research project results should then be published in an international scientific journal or presented in a national or international congress. Start Cup • Start Cup Milano Lombardia is the business plan competition sponsored by the Lombard system of universities and incubators with the coordination of the State University.The purpose of the Prize is to promote and support research and innovation aimed at local economic development by encouraging the emergence of new innovative companies.There are four sectoral categories (Life sciences, Technology for the Environment and Agro-food, ICT and Industrial Technology, Social Innovation) and the selection will be based on factors such as originality and innovativeness of the projects and the market, team, interest in possible investors, clarity, completeness and consistency of the business plan.

BiOnSil • FIELD: medicineFounded: 2010ACTIVITIES: In the application of technology "RNA interference (RNAi) and the intracellular molecular mechanisms related to the phenomenon of drug resistance in solid tumors, and offer important advances for the diagnosis at a later time, even for the identification of molecular targets in cancer therapy. • the goal is to meet the growing need to improve the quality of life of patients with the diagnosis of drug-resistance (thereby avoiding unnecessary treatments with chemotherapy) and at the same time providing important prognostic information to the therapist. Some elements of the law 240/2010 on governance seem to go in this direction: Board with possible participation of external members who could help relations with the market (and attract funding?)greater responsibilities and powers of board of directors also educational organization;procedures for the "failure“ for the university budget problems;greater use of fixed-term employment and individual contractual relationship.
