Kinosaki Town • Area 31.19km2 • Population 4,343 • New Toyooka City • Area 697.66km2 • Population 92,752 Kinosaki was expected to be merged with 6 neighboring local authorities

Existing actors in Kinosaki Local Authority Zaisanku (quasi-local authority) - Consisted of 11 elected councilors - Ownership of Public Hot Springs & the 7 Bath Houses - Management of Public Baths (Contract with Municipality) - Decision-making as to any Reform of Hot Springs Tourist Association - Publicity - Events Promotion -management of Literary Museum • Chamber of Commerce • - Promoting Local Economy • Promoting Seasonal Festivals • - Cleaning the River Otani • - Organising Festivals • Hotel Association • Bus Services for Hotels • Rental Bikes • Lunch Box Delivery • for Employees
How to Reorganise Local Governance in order to manage local communal assets? Actors - Reviewing roles of the existing organisations - Empowering local community Network - Building good relationships between the actors Plans - Listing up what each actor can do - Drawing up a plan that can be shared between actors
