MCA PRIORITIES • Improve the collection of fees and the trade policy during import and export; prevent smuggling and offer uniform application of the Customs Code, faster release of goods during import/export and other procedures during which companies may be identified as trustworthy and representing a smaller risk in the course of performance of their duties to customs • Reflect both the government and the public opinion on effective control over prohibited goods, intellectual property rights etc • Ensure integrity and effectiveness in controlling the movement of goods and passengers, and offer a more effective data analysis for internal and external statistical use MACEDONIAN CUSTOMS ADMINISTRATION - ICT SECTOR

IT STRATEGY AND DEVELOPMENT PLAN • The IT strategy and development plan are based, above all on the MCA’s strategy aims and on the complementary aims of the IT and other strategies of the Government of Republic of Macedonia. The same should enable definition of all entities, parties and participants in the Customs operations as well as enabling definition and automatic realisation of the functions between them. ICT is necessary and powerful tool used for automation and improvement of the Customs operations, acceleration and simplification of the Customs procedures in general MACEDONIAN CUSTOMS ADMINISTRATION - ICT SECTOR

INTEROPERABILITY AND INTERCONNECTIVITY WITH EU CUSTOMS SYSTEMS • In the moment of accession in the EU, the ICT must meet all prerequisites related to the interoperability and interconnectivity with the EU IT systems and at the same time must ensure collection of all national and EU duties while not impeding the functionality in the flow of persons and goods. • The need of functioning of the ICT system within the frame and in direct correlation with the IT systems operating within the DG TAXUD frame is especially emphasised.
