Organization Accountabilities • Manage relationship • Participate in joint strategic planning • Participate in system and integration planning • Serve as customer single point of contact • Provide operational and customer support to all military bases and camps (Lackland, Randolph, Ft. Sam, Camp Bullis, Camp Stanley and Brooke Army Medical Center) • Support programmatic military initiatives (e.g., increase renewables, reduce consumption) and educate customers on initiatives (e.g., residents) • Manage and resolve billing issues • Provide ongoing customer support for operational issues • Conduct joint planning activities • Oversee energy management activities 4

Organization Accountabilities Cont. • Provide overall PM view for construction based activities (e.g., tie construction activities to military program initiatives, track progress, resolve issues, etc.) • Provide ongoing customer support for construction related issues • Identify energy efficiency opportunities for JBSA • Conduct energy audits /infrared scans • Identify rebate process improvements • Explore land opportunities and leases for renewables • Review CPS and military agreements • Coordinate scheduled outages • Participate in association activities 5

JBSA Goals CPS Energy seeks to sustain and grow military missions in and around San Antonio by helping the U.S. military meet their energy objectives. • Provide best in class system reliability • Provide solutions to improve energy efficiency • Assist in building a culture of conservation through education and promotion • Partner to enable alternative and renewable energy supply solutions (e.g., solar, wind, battery storage, thermal storage) • Promote recognition and appreciation of the role military plays in San Antonio • Develop and execute formal account management strategy and plan
