Why a specific issue on training and qualification? • EMAS needs qualified personnel to support SMEs implementing the system; • Consultants generally begin their approach to EMAS adapting methodologies from ISO world without attention to specific issues; • The participant organizations (SMEs, local authorities) take advantage from the internship work done by trainees under the supervision of an expert tutor; • Emulation effect can be produced (in the concerned territory) since these initiatives are made public through conferences and public debates; • Local consultants contribute to promote the scheme; • Advanced training can facilitate accreditation path to individual verifiers.

Management Requirements for Institutes APAT Technical Secretariat Training Project • Management structure (CLSE, local agreements, coordination, secretariat) • Logistic and facilities • Management of didactic activities (programs, examinations) • Selection of Students and lecturers (and tutors) • Courses duration and timing • Training efficiency monitoring • Evaluation of costumer satisfaction
National Commission for EMAS & ECOLABEL Schools • CNSE is composed by 5 members designed by the Comitato Ecolabel Ecoaudit: 2 from EMAS Section - 2 from ECOLABEL section - 1 from APAT). • CNSE are assigned the following tasks: • Evaluation of EMAS & ECOLABEL projects; • Establishment of general criteria for selection of lecturers & tutors; • Participation to end courses examination; • Monitor of the quality of the service through APAT; • Elaborates proposals for improvements to the Comitato Ecolabel Ecoaudit.
Local Commission for EMAS & ECOLABEL Schools • CLSE composition is decided at local level by the promoters (Regions, Provinces, local communities, Regional Environmental Protection Agencies, Chambers of commerce, association of SMEs). • CLSE are assigned the following tasks: • Setting up agreements with all involved parties; • Selects sectors of activity for training according to local needs (i.e. leading industrial sector, tourism); • Participation to end courses examination; • Facilitates participation of local students; • Facilitates selection of resident lectures and tutors (Universities, industry, service co., municipalities, etc.)
EMAS & ECOLABEL Schools • EMAS & ECOLABEL schools shall guarantee the quality of the training based on the approved project and on general principles of qualification issued and approved by the Comitato Ecolabel Ecoaudit. • In particular thy shall: • Ensure adequate logistics and infrastructures (rooms, computers, projectors, boards, etc.); • Guarantee that the programme is effectively done according to the scheme and the approved project; • Ensure necessary support to the students during the practical training (coordination with the concerned organization); • Ensure transparent management of all activities and allow supervision by APAT.
