CMBL – Active Vendor Benefits • The CMBL is used by state agencies and political subdivisions to develop mailing lists for vendors to receive bids based on the class and or/ items for the products and/or services that can be provided to selected Texas Highway Districts. • Registration is beneficial for manufacturers, suppliers and vendors for receipt of bid opportunities.
CMBL – Registration/Renewal • Annual registration/renewal and payment on line. • Payment may be submitted on line by a debit or credit card or by checking account debit. • On-line registration/renewal activates the profile with 15-30 minutes. • Application and payment may be mailed to the Texas Building and Procurement Commission but will incur a longer processing time for file activation.
CMBL Registration/Renewal – (Cont.) • Vendor managed system. • Allows vendors to update profile information. • Update exceptions – Tax identification number and business name. Social Security numbers may not be used based on the privacy act. • Changes in tax identification number or business name must be faxed on company letter head to the CMBL/CISV fax number 512-236-6163 and signed by an owner, partner or corporate officer. • Vendors who are approved as Historically Underutilized Business (HUB) will have an existing profile in the system. If a message appears during the registration, it indicates a similar file in the system. Contact the CMBL/CISV Help Desk at 512-463-3459 for assistance and direction to manage the profile to update to active status as a CMBL vendor.

The CMBL profile can reflect items that are CISV and non-CISV. • New Vendor CMBL Registration – On-line registration.; • Modify/Renew CMBL profile – Changes, updates and/or renewals.; • State Agency Address List – Click on the agency name for agency information for marketing. • Cooperative Purchasing Member List – Click on the Category to view the Member names. TBPC CISV URL Audits • TBPC CISV staff audit vendor catalogs for compliance to the requirements posted on the website. • Vendor catalog URL’s that do not display will result in the vendor being removed from active CISV status and will remain inactive until a compliant URL has been submitted. • URL’s that display will be reviewed, vendors notified if not compliant and allowed 30 business days to update the URL or active CISV status taken to inactive. • TBPC will notify DIR of CISV vendors removed from active status due to non-compliance of the CISV URL. • DIR will remove the vendor business name from display on the contract(s) as posted on the DIR website. • The vendor will not be removed from the actual contract. • DIR will be notified when the vendor is compliant and the business will again be referenced on the contract posted on the DIR website.

TBPC/DIR Relationship • The Texas Building and Procurement Commission (TBPC) and the Department of Information Resources (DIR) are two separate state agencies. Both agencies are accountable by Government Code, Texas Administrative Code and internal procedures to follow certain processes in order to ensure the best value to the state for products and/or services provided. • To conduct business with DIR and be considered as a participant of an established or future contract opportunity, vendors must be approved as a Catalog Information Systems Vendor.
