I. The New Deal Brings New Opportunities • A. Women Make Their Mark • 1. FDR named Frances Perkins the first female cabinet member. She was secretary of labor. • 2. However, 82% of Americans felt a women should stay at home if her husband had a job. • 3. Both the FEDA and the CCC hired fewer women than men.
II. African American Activism • A. African Americans TakeLeadership Roles • 1. Mary Mcleod Bethune, an educator, was by the NYA to job training and other benefits to minority students. • 2. She organized the “Black Cabinet” to advise FDR on racial issues. • 3. Eleanor Roosevelt encouraged civil rights by having black singer Marian Anderson sing on Easter at the Lincoln Memorial despite widespread criticism.
B. The President Fails to Support Civil Rights • 1. He was afraid of upsetting white Democratic voters in the South. • 2. New Deal programs gave lower wages to blacks instead of whites. • 3. However, most blacks supported FDR and the New Deal because they saw it as their best hope for the future.
III. Native Americans Gain Support • A. Indian Reorganization Act • 1. The IRA created by John Collier brought 3 radical changes in government policy toward Native Americans. • 1. Economic-Native American lands belonged to the entire tribe. Prevented individuals from selling land. • 2. Cultural-Children could attend school on the Reservation rather than boarding schools. • 3. Political-Tribes were given permission to elect tribal councils to govern their reservations.
IV. FDR Creates the New Deal Coalition • A. New Deal Coalition • 1. The NDC was an alignment of diverse groups dedicated to supporting the Democratic Party. • 2. It included Southern Whites, various urban groups, African Americans, and unionized industrial workers.
B. Labor Unions Flourish • 1. As a result of the Wagner Act union membership grew from less than 3 million to more than 10 million during the 1930s. • 2. Many labor unions joined together and formed the Congress of Industrial Organizations (CIO) which increased their power.
C. Labor Disputes • 1. The most common form of bargaining was the sit-down strike. • 2. Workers would remain inside their plants, but would not work which prevented employers from hiring scabs. • 3. Most disputes were peaceful, but the Memorial Day Massacare in Chicago in 1937 resulted in the police attacking and killing 10 and wounding 84 steel workers.
D. FDR wins in 1936 • 1. FDR defeated Alf Landon, the governor of Kansas in a landslide. • 2. FDR carried the nation’s 12 largest cities, won the popular vote by 27 million to 17 million and the electoral college 523-8. • 3. FDR due to the New Deal and the support of all kinds of diverse groups. • 4. All kinds of people had been affected by the New Deal
