The Early Years:286’s, DOS and dBase • 1985 and 1986: MRC provided data entry facilities to the Ministry of Health for two years, with a Health Officer going to MRC daily to enter health service data. • 1987:The Epidemiology and Statistics Unit (ESU) received three microcomputers from the Combating Childhood Communicable Diseases (CCCD) Programme and another was purchased by the National Health Development Project (NHDP). The Early Years – cont’d • 1989: UNFPA sponsored The Centre for Applied Research on Population and Development (CERPOD), a CILLS regional population centre based in Mali, to design software for use by the MCH/FP Unit to compile and analyse MCH and FP statistics. The MCH/FP Unit did not have the capacity to enter and analyse statistical data and CERPOD had to work with the ESU. One new microcomputer was provided by CERPOD. Introduction of Windows and Pentium • 1993-94: Save The Children Fund (SCF/UK), provided each newly created Divisional Health Team with one Dell 386 computer. • 1997-98: Twenty five computers with Pentium I microprocessors were obtained from a Taiwanese grant, for DHT’s, ESU and programme units. • 1999-2002:Rapid, uncoordinated expansion through donations and purchase. Current Status • Current Inventory: • 115 desktops, 7 laptops, 3 scanners • 386 to Pentium IV • E-mail and Internet access at all DHT’s and in most DoSH offices • Directorate of Planning networked Directorate of Planning & Information, Department of State for Health & Social Welfare

Constraints • Human resources: • Skill level of many DoSH computer users is low • Maintenance: • Difficult environment • No preventive maintenance/repair • Power problems • Telephone costs limit internet use • Development of IT has been unplanned Directorate of Planning & Information, Department of State for Health & Social Welfare
Work in Progress • Health Management Information System being developed • DoSH Web site being developed (www.dosh.gm) • 48 desktops and 8 laptops being purchased to support HMIS • Two additional networks for Quadrangle and Medical and Health offices planned Directorate of Planning & Information, Department of State for Health & Social Welfare

Recommendations for the Future • Plans for well coordinated replacement and expansion of IT at all levels of DoSH • Attention to continuing maintenance and staff training • Planning for decentralisation • Using IT to improve communication within the health sector, encompassing both public and private institutions • Distance learning/Diagnostic consultations Directorate of Planning & Information, Department of State for Health & Social Welfare
